6515--Purchase and Installation of Ultrasonic Washer

This solicitation is a firm-fixed-price contract set aside 100 percent for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS Code 339113, issued by the Department of Veterans Affairs, Network Contracting Office 16, for the purchase and installation of an ultrasonic washer disinfection system. The equipment required is the InnoWave PCF Sonic Irrigator Thermal Disinfection & Robotic Program (or equal), designed specifically to clean and perform intermediate-level thermal disinfection of complex surgical instruments, including DaVinci robotic systems. The contractor must provide all labor, tools, materials, equipment, transportation, and supervision necessary to install the unit at the John L. McClellan Memorial Veterans Hospital in Little Rock, Arkansas, including unloading, moving, rigging, anchoring, and connecting to existing power, water, and drain systems. Performance must occur during normal business hours, Monday through Friday, excluding federal holidays, and all work must be completed within the base period of performance from July 22, 2026, to September 30, 2026. Contractors must be actively registered in the System for Award Management (SAM) and verified through the Small Business Administration’s certification portal to qualify for award. Proposals must be submitted via email by the deadline of 3:00 PM Central Time on July 10, 2026, with a specific subject line and must include a signed SF-1449, complete pricing schedule, VA subcontracting certification, and all required acknowledgments. Proposals must be organized into three volumes: Technical Capability, Pricing, and Delivery Schedule. Offerors must also certify their status as either a manufacturer or nonmanufacturer under 13 CFR 121.406, ensure all deliverables are U.S.-produced, and comply with data rights provisions granting the government unlimited rights. The contract includes clauses relating to whistleblower protections, prohibitions on non-disclosure agreements, electronic invoicing through VA’s EDI-compliant system, prompt payment under federal law, and flow-down requirements to subcontractors. Technical capability and price reasonableness are the evaluation factors, with award based on best value, not necessarily lowest price, and the government reserves the right to inspect and reject nonconforming work without additional cost.
