The proposed procurement is for products which the Government intends to solicit and negotiate with only one brand name under the authority of FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 41 U.S.C. 3304(a)(1). The North American Industry Classification System code (NAICS) for this requirement is 541519. All responsible sources that feel they should be considered qualified to provide the above-mentioned products may submit a response to this notice (by the response due date shown above) to janice.jones@va.gov. The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct an unrestricted open market procurement. The BD Pyxis ES system is a proprietary platform, and no other manufacturer s products are technically compatible with the existing VA Pyxis ecosystems. Key justifications include: System Integration & Compatibility: Only Pyxis ES equipment integrates natively with current Pyxis servers, access controls, software, audit logs, and existing profiles. No alternative ADC refrigerator or cabinet can interoperate with the Pyxis ES environment without compromising chain of custody controls. Mandatory Patient Safety Requirements: BD Pyxis systems provide automated transaction logging, controlled access, and security features required for high-alert medication management, protecting both patients and staff.
VHA Directive 1195 Compliance: The OR requires an automated dispensing cabinet (ADC) for high alert medications. The existing refrigerator is not automated or secure and cannot be made compliant. Only the Pyxis ES ADC refrigerator meets mandatory VHA 1195 requirements. Established Workflows & Training: Clinical workflows nursing, pharmacy, anesthesia are built around Pyxis ES user access rules, override procedures, discrepancy reporting, and emergency protocols. Replacing with a different system would require significant retraining and introduce patient safety risk.
