This Request for Information (RFI) issued by the Department of Veterans Affairs, Network Contracting Office 22, is solely for market research and planning purposes and does not constitute a solicitation or binding contract. The government is seeking information from potential suppliers to determine the availability of small businesses, including Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses, capable of providing the Viasonix Falcon Pro OR EQUAL Physiologic Vascular Testing System and the Falcon Xpress Office FX9 OR EQUAL unit to the VA San Diego Healthcare System at 3350 La Jolla Village Drive, San Diego, CA 92161. The requirement is identified under NAICS code 339112 for Surgical and Medical Instrument Manufacturing, and respondents must demonstrate their ability to supply new, non-gray-market, non-remanufactured equipment that meets the salient characteristics outlined in the attached draft Statement of Work, including a minimum of ten independent pressure channels for simultaneous blood pressure measurements. Companies must provide full details on their SAM registration, NAICS size status, product brand and model, manufacturer information, country of origin, and compliance with the Buy American Statute and applicable trade agreements. Respondents must also confirm whether they are authorized distributors, provide evidence of manufacturer authorization if reselling, and indicate if they alter, assemble, or modify the product. All responses must be submitted via email to Dyne.Kim@va.gov no later than June 23, 2026, at 8:00 AM Pacific Time, and must include a capability statement with verifiable reference contracts showing experience delivering identical or equivalent equipment, not merely general claims. The government requires documentation of FDA regulatory compliance, specifically self-attestation that the equipment meets Class I device standards, and a detailed delivery timeline after receipt of order. Contractors must also provide general pricing information for internal market analysis, though prices will remain confidential. Installation, training, and on-site setup by trained personnel must be performed, coordinated with the designated VA point of contact, Jose A Rodriguez. The contractor is responsible for all shipping, removal of waste, and ensuring personnel have undergone required VA background investigations if access to VA systems is needed. The government will not accept extended warranties requiring advance payment and will only accept standard manufacturer warranties. All respondents must be registered in SAM with current representations and certifications, and failure to provide complete information may result in the government concluding the respondent lacks capability, potentially affecting any future procurement set-aside decisions.
