This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations.
The Department of Veterans Affairs Audie L. Murphy VA Hospital in San Antonio, Texas intends to award a ***BRAND NAME OR EQUAL*** contract award for the purchase of Shockwave Treatment Machines. The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items.
The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 339112 with a size standard of 1,000 employees. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. Statement of Work (SOW) Shockwave Treatment Machine *BRAND NAME OR EQUAL* Project Description: Acquisition and delivery of the following: Shockwave Treatment Machine (2), carts for machine (2) and probe attachments to change penetration depth (2).
Background: The device emits acoustic waves whose energy can propagate through tissue and benefit patients through pain relief, vascularization, tissue regeneration and destruction of calcium deposits. It is becoming a standard of care throughout other VAs as it offers clinicians a non-invasive treatment of multiple Musculoskeletal (MSK) conditions. The service is looking to follow the lead and expand their treatment capabilities through this procurement.
This procurement has been requested to be brand name or equal to the Intelect Focus Shockwave machine as it has the capabilities needed of the request, with the probe attachments that expand the care options for providers.
Salient Characteristics BRAND NAME OR EQUAL :
A Shockwave Treatment machine
The device needs to generate penetrating acoustic waves (shockwaves) through electromagnetic (or similar) generation of extracorporeal shock waves.
The generation should occur within a handpiece connected to the main machine and transmitted to the patient through a probe at the end of the handpiece.
Settings to change parameters of the device and better individualize therapy included on the hardware, such as but not limited to frequency of shockwaves and energy output.
The purpose and use of these shockwaves should be focused on rehabilitative purposes, with therapeutic penetration of the shockwaves intended to be a noninvasive treatment option for clinicians.
Accessories should be included that allow the penetration depth and focal zone of the shockwaves be adjusted.
This capability will likely be possible by way of different probe attachments and should be included if the base unit does not come supplied with these attachments.
A cart should be included for easy transport of the total package.
Training shall be provided at no cost or as otherwise outlined via a line item quote.
Equipment Listing:
Equipment shall be delivered and installed as agreed upon within this statement of work.
Scope of Work:
The package will be delivered to the following locations in the main hospital.

Contractor shall contact the COR to agree upon an installation date and time that will best avoid disruptions to patient care within each department.
Contractor shall notify the COR of the existence or development of any defects in the equipment covered under this contract which the Contractor considers he/she is not responsible for under the terms of the contract (such as operator misuse).
Training will be coordinated and established with the COR and the therapy team prior to installation of the equipment to ensure the most amount of staff can attend. If installation goes over the agreed upon timeframe and therefore affects the agreed upon training date, training will be rescheduled with the COR. Before any instance of contractor personnel entering the premises at either the main hospital or the PTRP facility, they will need to check in with the COR prior to that occurring. In lieu of the COR in cases where he is not available, a backup will need to be established from the PM&R team. Period of Performance: 30 days upon contract award acceptance, or as scheduled and approved in writing by the assigned COR. Upon entering premises for installation, during normal business hours of 7:30 a.m. to 4:00 p.m., the vendor will complete installation and set up within a week per item. This does not include training, which will be determined separately.
Information System Officer, Information Protection: The contractor will not have access to VA Desktop computers nor access to online resources belonging to the government.
Privacy Officer: The Contractor will not have access to protected Patient Health Information (PHI) nor will they have capability of accessing patient information during the services provided to the VA and if removal of equipment from the VA is required, any memory storage device will remain in VA control and will not be removed from VA custody. All research data available for Contractor analysis is de-identified.
Records Manager: There will not be federal records created, maintained, used or dispositioned with this contract; regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.]
Contracting Officer Representative (COR): TBD
COR can be subject to change. Written notifications (letter or email) shall be sent to the contractor upon any COR changes from the contracting officer or contracting specialist.
Changes to Statement of Work: Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a COR folder along with all other required documents. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contract
