The contract solicitation for VISN 23 Grossing Station Replacement Procurement entails the purchase and installation of eight new grossing stations across multiple Veterans Health Administration (VHA) laboratories within VISN 23. The stations will replace existing grossing stations at locations including Minneapolis (4 units), Omaha (1 unit), Fargo (1 unit), Central Iowa (1 unit), and Iowa City (1 unit). These installations are necessary because the current stations have exceeded their life expectancy and are causing increased downtime and inefficiencies. The upgraded grossing stations must meet detailed technical specifications modeled after the Maestro Encore system or an equivalent product, featuring stringent size constraints to fit existing lab spaces, right-hand sinks, advanced airflow detection with backdraft alert systems, integrated air filtration, adjustable lighting, multiple shelving and accessory mounts, and safety features such as backdraft ventilation and seismic anchoring points. Functional elements specified include sliding work surfaces with interchangeable components, built-in disposals, touchscreen monitors with automated image enhancement, formalin collection systems, and foot-pedal or hands-free faucets depending on the site. Additional site-specific variations in features and accessory configurations reflect specialized laboratory needs at each location. The procurement includes vendor responsibilities for equipment deinstallation (removing 3 old stations in Minneapolis and one each at other sites), transport to loading docks (with decontamination performed by the VA), full installation, certification of proper ventilation and airflow systems, and onsite training of VA staff with coverage over multiple shifts as necessary. Warranty coverage of at least one year must include preventative maintenance according to manufacturer guidelines. Equipment must be current production models, new with no refurbished or remanufactured alternatives accepted. Delivery is required within 60 days of order receipt, with shipments directed to the respective VA medical centers. The contract incorporates standard Federal Acquisition Regulation (FAR) and Veterans Affairs Acquisition Regulation (VAAR) clauses, emphasizing contractor employee whistleblower rights, compliance with executive orders, rejected goods provisions, and mandatory reporting on recalls or defects. Award evaluations will follow a Lowest Price Technically Acceptable (LPTA) model, weighing price first followed by technical acceptability based on strict adherence to the detailed Statement of Work. The contracting office is Network Contract Office 23 located in Saint Paul, MN, with offers due by mid-December 2025. Payment will be routed electronically via established VA financial systems. The solicitation also mandates certifications of performance compliance with industry standards and requires the contractor to immediately notify the government of any safety or recall issues related to supplied equipment.

Shoulder Innovation System
Solicitation # HT941027N0008
The Defense Health Agency Contracting Activity intends to award a firm-fixed-price, sole-source purchase order to Source Medical Systems, INC for a Shoulder Innovation System. This procurement is designated as an 8(a) sole source under NAICS code 339112 to support an emergency procedure at Madigan Army Medical Center in Tacoma, Washington. The system is required for a patient with a proximal humerus fracture and a very small glenoid with moderate superior inclination, necessitating a reverse shoulder arthroplasty. The specific system is required because it provides a lower profile glenoid baseplate and a specialized mechanism for surgical planning and deformity correction, which are proprietary components distributed exclusively by the original equipment manufacturer. The delivery date for the system is set for October 27, 2026. While the government intends to proceed with a sole-source award due to the proprietary nature of the equipment, it has issued a notice of intent allowing other interested vendors to challenge the sole-source basis. To do so, vendors must submit a capability statement including management, technical, and cost data no later than 10:00 AM Pacific Daylight Time on October 28, 2026. These statements must be submitted in Microsoft Word or PDF format, not exceed six pages, and be sent to the primary points of contact, Joshua Thompson and Tracy Robinson.
