The Department of Veterans Affairs, Network Contracting Office 9, intends to award a sole source, firm-fixed price contract to Patterson Dental for an emergency replacement of a failed Dental Vacuum Compressor system at the James H. Quillen VAMC in Mountain Home, Tennessee. The system, an Amalgam Separator with multiple vacuums, is critical for filtering mercury-containing particles from dental wastewater and maintaining operational safety in the clinic. Current equipment, over 450 pounds and permanently installed, has reached end-of-life with no available repair parts, leaving the clinic vulnerable to complete shutdown if the single functional vacuum fails. The requirement is deemed urgent due to direct impact on patient care, and market research confirms that only Air Techniques manufactures the exact system needed, with no viable alternatives that meet the technical and operational specifications under the emergency timeline. The contract will be awarded under FAR 12.102(a) and has a planned award date no later than August 24, 2026, with a 90-day performance period. Interested parties may submit written proposals by August 14, 2026, at 10 a.m. Eastern Time to demonstrate their capability to meet the requirement, though the government reserves full discretion to proceed without competition. All submissions must include an authorized distributor letter from the manufacturer and evidence of SAM registration. Responses must be sent via email to Ryan Mick, Contracting Specialist, with the specific subject line referencing the solicitation number, and must contain detailed technical and business documentation proving the ability to supply, install, and support the exact system. No costs incurred in responding will be reimbursed, and all submissions become government property. The solicitation number is 36C24926Q0346, NAICS code is 339114, and the product service code is 6520. This notice is not a solicitation, and responses will be used solely to determine whether competitive procedures are warranted.

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 09, hereby provides notice of its intent to award a sole source, firm-fixed price contract for the product/service listed below to a large business, Patterson Dental, headquarters out of Saint Paul, Minnesota. The contract is expected to be awarded under the authority of FAR Overhaul 12.102(a). A Sole Source Justification has been prepared. The anticipated award date is no later than 08-24-2026. The contractor will provide the product/service listed below to the place of performance listed on the cover page of this notice. James H. Quillen VAMC Dental Services is requesting a replacement of the Dental Vacuum Compressor due to the failure of the pumps. Repair parts are not available due to the life of the equipment. This is an emergency requirement. This system is mandatory for the service and is designed to filter mercury-containing filling particles from wastewater. The Amalgam Separator is a system with multiple vacuums. The dental service is currently working off only one vacuum. If too many suction tubes are open in the dental clinic there is no way to increase suction. As demand increases another vacuum will come on to increase suction. Also, if anything happens to the working pump or the controller the whole dental clinic will be completely shut down which will disrupt patient care. There are no longer repair parts available for this system. Most systems have a 10-year lifespan. This system is around 450 pounds and is bolted to the building, hard wired and part of the plumbing system. This system is critical for dental service and patient care. Market Research shows that the Dental Vacuum Compressor system is manufactured by Air Techniques (No Sam). Research shows that similar items could be procured, however, due to this emergency requirement, a solicitation would not be in the best interest of the government. Market research consisted of the following: reviewed the results of recent market research undertaken to meet similar or identical requirements; queried commercial and the Government-wide database of contracts and other procurement instruments intended for use by multiple agencies; participated in interactive, online communication among industry, acquisition personnel, and customers. Items Required: This procurement consists of the Amalgam Separator and multiple vacuums. Period of Performance: 90 days ARO NAICS code: 339114 Dental Equipment and Supplies Manufacturing. (SBA Small Business Size Standard: 750 Employees) PSC: 6520 Dental Instruments, Equipment, and Supplies. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement and may submit a bid, proposal, or quotation (as appropriate) that the agency shall consider within the given closing/due date of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor letter from the manufacturer. Interested parties are encouraged to furnish information by email only with RESPONSE TO SOLE SOURCE NOTICE 36C24926Q0346 in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Ryan Mick, contracting specialist, by email at Ryan.Mick@va.gov NO LATER THAN the given closing date and time on this notice. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities like an authorized distributor/reseller letter from their source of supply if not a manufacturer that will demonstrate the ability to support this requirement.
