The Department of Veterans Affairs, through its VISN 22 Network Contracting Office, is conducting market research via a Request for Information (RFI) to identify qualified sources capable of providing the MiPACS Dental Enterprise Solution to replace the legacy Planmeca Romexis imaging platform at the Jennifer Moreno VA Medical Center in San Diego, California. This RFI is not a solicitation and does not obligate the government to award a contract; it is issued solely for planning and acquisition strategy purposes under FAR 15.201(e). The goal is to upgrade existing dental imaging servers by implementing MiPACS Storage Servers and Dental Enterprise Viewers, ensuring compliance with VA security policies and federal regulations including HIPAA, while migrating data to an environment running on Windows 10 IoT Enterprise LTSC 2021. All dental images will be stored on-premises using VA-managed infrastructure. Respondents are asked to confirm their business size under NAICS code 311914, with a size standard of 750 employees, and disclose their socioeconomic status such as SDVOSB, VOSB, HUBZone, or WOSB. They must also indicate whether they are the manufacturer or distributor, provide the country of origin of the equipment, and disclose any existing federal contracts such as GSA FSS or NASA SEWP, along with product availability on those schedules. Submitters are required to provide general pricing for market research and, if proposing an “equal to” solution instead of the exact item, must supply clear, compelling, and convincing evidence demonstrating full technical equivalency to the specified salient characteristics, including system integration, data migration capability, and security compliance. All responses must be submitted electronically via email to Anette.Doan@va.gov no later than May 6, 2026, at 12:00 p.m. PST, and no telephone submissions will be accepted. Any future solicitation will be issued separately and must be responded to independently of this RFI.
