AI Contract Overview
The Department of Veterans Affairs, Veterans Health Administration Network Contracting Office 19 is conducting a market research effort to identify potential sources for a Dentsply Primescan Intraoral Scanner or an equivalent system to be deployed at the Grand Junction VA Medical Center. This Sources Sought Notice is strictly for information and planning purposes and does not constitute a solicitation, request for proposal, or commitment to award a contract. Respondents must provide comprehensive details about their proposed solution, including product specifications that meet the required salient characteristics: a high-resolution, heated 3-D intraoral scanner with removable reflective sleeves, integrated image processing, a coupling box with USB 2.0 interfaces, a scanner holder, and associated components including connection cables and a laptop—all to be covered under a maintenance program. Additional required items include disposable reflective sleeves, a flex cart, onsite one-day training, and installation. Responses must include complete company information such as name, address, UEI number, point of contact, and business size classification, with specific identification of any applicable small business certifications including Small Business, Small Disadvantaged Business, HUBZone, Woman Owned, Veteran Owned, or Section 8(a). The NAICS code identified for this requirement is 339114 for Dental Equipment and Supplies Manufacturing with a small business size standard of 750 employees, and respondents are encouraged to propose alternative NAICS codes if they believe a better fit exists. Respondents must disclose whether their product is available on an FSS or GSA contract, provide the contract number and validity dates, and indicate whether the solution is offered through FSS, open market, or a mix of both using a firm-fixed-price model. Compliance with the Buy American Act is mandatory, requiring vendors to specify the percentage of domestic versus foreign content in their solution and state the country of origin. Small business respondents must also address the Nonmanufacturer Rule requirements, clarifying whether they manufacture the item, exceed 500 employees, take ownership or possession of the product consistent with industry standards, and whether they supply an end item produced by a small business manufacturer in the United States. Subcontracting limitations under FAR 52.219-14 require small business primes to ensure no more than 50 percent of the contract value for supplies (excluding materials) flows to non-similarly situated subcontractors. All responses must be submitted via email to eric.ayers@va.gov no later than 2:00 p.m. Mountain Time on Monday, July
