The Department of Veterans Affairs, through the National Acquisition Center, is issuing a logical follow-on delivery order under IDIQ contract SPE2D1-17-D-0023 to Siemens Medical Solutions, USA, Inc. This action provides for the upgrade of the Siemens Magnetom Skyra 3T MRI located at the VISN 17 VAMC Dallas, TX Healthcare System. The current equipment, installed in FY07, is nearing the end of its life cycle and requires updates to exposure software, the control console, displays, and licenses to meet current industry standards for functionality and patient care. The procurement is being conducted on a sole-source basis under FAR 16.505(b)(2)(i)(C) because Siemens Medical Solutions, as the original equipment manufacturer, is the only source capable of providing the proprietary hardware and software necessary to ensure system compatibility and functionality. The estimated value of the upgrade is approximately 1,057,225 dollars, with specific award documentation noting a value of 1,001,607 dollars. The contracting officer has determined the costs to be fair and reasonable based on the existing IDIQ contract terms.

(4) An identification of the exception to fair opportunity (see 16.505(b) (2)) and the supporting rationale, including a demonstration that the proposed contractor s unique qualification or the nature of the acquisition requires use of the exception cited. Only Siemens Medical Solutions Inc., the original equipment manufacturer (OEM), can provide the necessary hardware, software, and training required for this upgrade and can provide the necessary technology to upgrade the current purchased system with the VA without losing compatibility and functionality of the entire system. (5) A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable. All items are currently on Siemens Medical Solutions, USA, Inc. IDIQ contract SPE2D1-17-D-0023 and have previously been determined fair and reasonable at time of award. (6) Any other facts supporting the justification. None. (7) A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the exception to fair opportunity before any subsequent acquisition for the supplies or services is made. Future requirements will be handled on a case by case basis and all attempts will be made to provide fair opportunity to all contract holders when appropriate. (8) The contracting officer s certification that the justification is accurate and complete to the best of the contracting officer s knowledge and belief. By signing this justification, the Contracting Officer hereby certifies that the justifications are accurate and complete to the best of their knowledge. (9) Evidence that any supporting data that is the responsibility of the technical or requirements personnel (e.g., verifying the Government s minimum needs or 3 | P a g e requirements or other rationale for an exception to fair opportunity) and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel. By signing this justification, the requiring activity hereby certifies that the justifications are accurate and complete to the best of their knowledge. (10)A written determination by the approving official that one of thecircumstances in (b)(2)(i)(A) through (F) of this section applies to the order. 6525--SEP 2026 Equipment Only Consolidation
Solicitation # 36A79727Q0002
Solicitation 36A79727Q0002 is a HUBZone Small Business set-aside issued by the Department of Veterans Affairs National Acquisition Center for the September 2026 Equipment Only Consolidation. This procurement focuses on High Tech Medical Equipment (HTME), specifically targeting various imaging systems such as XR RAD, XR US, XR CT, and XR MRI for delivery to multiple VA VISN networks and stations. Competition is strictly limited to current contract holders with the VA National Acquisition Center or the Defense Logistics Agency, Troop Support. Offers are due by February 3, 2027, and must remain valid for 180 days. The government will award based on best value, where non-price factors—specifically the availability of required features and the availability of service—are considered significantly more important than price. Technical evaluations will assess how well equipment meets functional requirements and the vendor's ability to provide local and virtual technical support, repair parts, and documentation. Vendors must provide individual product pricing, as bottom-line prices will be rejected, and must treat upgrade requests as forklift upgrades with separate trade-in values. Submissions must be uploaded as a single ZIP file to Box, following strict naming conventions and folder structures, and must be accompanied by a timestamped email to the Contracting Officer. Required documentation includes a completed pre-procurement assessment questionnaire for network-connected devices. Additionally, the contract specifies that while applications training is awarded with equipment, off-site training is excluded from delivery orders and must be handled as separate modifications.
