This is done under authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1: Only one source and no other supplies or services will satisfy agency requirements.
This is not a request for competitive quotes.
Market research revealed that Omnicell, Inc. is the sole source factory trained representative for the sale and installation of Omnicell. Omnicell is the only equipment fully compatible with the already installed Omnicell in use at the St. Cloud VA. Medications are stored and tracked manually making it easy for items to be missed or forgotten which is unsafe and can also lead to diversion of medications. The Omnicell tracks medications automatically and allows staff to see what s expiring missing, and to help manage recalls quickly. According to VA directives, high-risk medications are required to be stored in an automated dispensing cabinet for safety and accountability. The absence of an Omnicell in Employee Health creates risks to medication safety and inventory management. Relying on paper-based manual inventory can lead to errors, where recalled or expired medications may be missed and potentially dispensed to employees. Procuring an Omnicell will allow Pharmacy to track medications more effectively, improve inventory management, reduce these risks, and increase operational efficiency in Employee Health.
