This action is being conducted under the authority of 41 U.S.C. 3304(a)(1) and FAR 13.106-1(b)(2), allowing solicitation from only one source when circumstances justify it. The applicable NAICS code is 339113, and the Product Service Code is 6530. While this notice announces the intent to award to DiSorb Systems, other vendors with the capability to meet the government’s requirements may submit statements of capability by 6:00 AM Central Time on February 9, 2026, for consideration to determine if competition is warranted. However, this announcement is not a solicitation, and the government is under no obligation to award a contract based on any responses received. Potential sources responding to this notice must provide comprehensive company information, including contact details, NAICS codes, business size, and DUNS number, along with a statement of capability and relevant past performance examples demonstrating their ability to meet the Statement of Work requirements. No pricing has been established at this stage, as this is a notice for source determination only; pricing and award negotiations will follow if competition is excluded. The government emphasizes that no costs related to response preparation will be reimbursed. Contract administration and technical inquiries are directed to Dr. Vinicky Ann Ervin, Contract Specialist, who also serves as the point of contact throughout this procurement process. This acquisition process follows the sole-source procurement guidelines outlined in FAR Part 8.405-6, with no detailed FAR clauses or formal evaluation factors included, reflecting its non-competitive nature.

Solicitation # RLP36C24W26R0045
The U.S. Department of Veterans Affairs, acting through the General Services Administration, is soliciting lease proposals for warehouse space in Las Vegas, Nevada, to support the VA Southern Nevada Health Care System. The requested lease term is 20 years, with the first 10 years being firm. Proposals are due by November 30, 2026, at 4:00 PM PDT. Award will be based on a best value tradeoff process where technical factors—including space layout and efficiency, site quality, parking layout, maintenance response, and past performance—are collectively significantly more important than price. Offerors must submit GSA Forms 1364WH and 1217, along with evidence of SAM registration and compliance with the Davis-Bacon Act wage determinations. Pricing must include shell rent per rentable square foot, a tenant improvement allowance of 25 dollars per ABOA square foot, and building specific amortized capital for security.
