Z2NZ--631-19-002 Upgrade Steam Distribution System Phase II Solicitation | Amendment 002
Solicitation # 36C24126Q0472
Solicitation 36C24126Q0472 is a project for the Department of Veterans Affairs to upgrade the steam distribution system Phase 2 at the VA Central Western Massachusetts Healthcare System Edward P. Boland Campus in Leeds, Massachusetts. The scope of work involves the removal and upgrade of steam distribution systems across Buildings 1, 4, 5, 8, 9, 15, and 16, with a specific focus on implementing Direct Digital Control (DDC) systems and eliminating pneumatic devices. The project is estimated to have a construction magnitude between 10 million and 20 million dollars and requires a completion period of 730 calendar days from the Notice to Proceed. This requirement is limited to contractors currently on the PCAC VISN 1 Construction MATOC and is 100 percent set aside for verified Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The government will award the contract based on the Lowest Price Technically Acceptable (LPTA) evaluation method. To be eligible, offerors must be rated acceptable across four technical sub-factors: management approach, technical qualifications, ability to perform steam distribution work in occupied healthcare spaces, and the provision of an effective construction safety plan. Key deliverables include system commissioning, as-built drawings, and O&M manuals. Due to the nature of the facility, the contractor must adhere to strict infection control and safety management protocols, including coordinated utility shutdowns and specific phasing for clinical operations. Performance bonds and payment bonds are required for awards exceeding 150,000 dollars, and bid guarantees must be 20 percent of the bid price or 3 million dollars, whichever is less.
