AI Contract Overview
The Department of Veterans Affairs (VA), through its VISN 1 Pathology and Laboratory Medicine Service, intends to sole source a five-year Blanket Purchase Agreement with BioMerieux, Inc. for the supply of BioFire Film Array test panels, reagents, and related equipment for the BioFire FilmArray Torch System. This agreement covers all necessary components required to perform rapid, FDA-approved molecular diagnostic testing—including respiratory, gastrointestinal, bloodstream, and joint infection panels—integrated with existing VA laboratory instrumentation. The contract term is set from August 18, 2026, to August 17, 2031, with deliveries made FOB Destination directly to multiple VA medical facilities in New England. The contractor is responsible for prompt shipping within two business days, maintaining product quality with a minimum of six months shelf life upon delivery, providing updated Safety Data Sheets, and submitting quarterly usage reports by site. This sole source procurement is justified under FAR 6.302.1-1 due to the proprietary nature and technological uniqueness of BioMerieux's BioFire FilmArray system, which no other suppliers can support or supply compatible test panels and reagents for. The NAICS code assigned to this requirement is 325413 (Medicinal and Botanical Manufacturing). Pricing and competitive evaluation factors are not included as this is a non-competitive action, though estimated annual quantities of various test kits are identified. The VA reserves the right to add additional test kits and expand participating laboratory sites during the term. Contract management is conducted by a designated Contracting Specialist at the VA, with technical oversight implied but no formal Contracting Officer’s Representative named. All invoicing will be handled per delivery site based on negotiated purchase agreement pricing. This notice serves solely to solicit relevant market information to confirm the sole source determination and is not a solicitation for proposals.
