The Department of Veterans Affairs (VA) through its Miami VA Contracting office plans to issue a sole source, firm fixed price contract valued at approximately $90,000 to Roche Diagnostics Corp. This contract, governed under FAR part 12 and part 8, relates to the purchase of reagents, consumables, and service agreements for the Ventana Benchmark Ultra platform. The VA currently owns the Ventana machine, purchased in 2013, and considers it cost-prohibitive to switch to an alternative platform. Roche is the only authorized provider for reagents and servicing of this equipment. This notice of contract action (NOCA) is intended to inform industry of the upcoming contract action and to potentially identify other qualified sources and their size classifications for future opportunities when the current machine reaches the end of its useful life. Interested vendors who believe they can meet these future requirements are invited to submit a capability statement with detailed evidence supporting their qualifications. All submissions must be in writing, sent via email to the designated contracting officer, Charles Dodson, and received by 12:00 EST on September 28, 2020. No reimbursement will be provided for costs associated with responses to this NOCA.

This is a notice of contract action (NOCA). This is not a solicitation for quotes. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests. The purpose of this NOCA is to notify industry of the VA s intent of contact action and possibly gain knowledge of other potentially-qualified sources and their size classifications. Notice of contract action: Miami VA Contracting intends to issue a sole source, firm fixed price contract under FAR part 12, Acquisition of Commercial Items, and FAR part 8, Required Sources of Supplies and Services, to Roche Diagnostics Corp for the purchase of reagent/consumables/agreement on the Ventana Benchmark Ultra platform. The estimated value of the acquisition is $90k. Vendors who believe they can meet this requirement in the future once current Ventana machine is determined to be at the end of its useful life - should submit a capability statement, providing clear and convincing evidence supporting the assertion. The Ventana machine in place was a capital purchase of the VA s in 2013 and it would be cost-prohibitive for the VA to procure an alternative machine. As such, Roche is the only company authorized to provide reagents and service. All information shall be in writing, sent via email, and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. Responses must be received no later than 12:00 EST, September 28, 2020.
