Solicitation # SCC-26-018-BFI
The State Corporation Commission of Virginia, through its Bureau of Financial Institutions, is soliciting proposals under solicitation number SCC-26-018-BFI to establish a contract for a real-time, Internet-accessible short-term lending database solution. This system will be utilized by the Commission and all Virginia short-term lending licensees to perform real-time borrower eligibility verification, manage loan-level data, and generate analytics on loan activity and database usage. The solution must comply with regulatory standards including 10VAC5-200-110 and statutory FOIA exemptions under section 6.2-1810(B), and the supplier may be required to provide SOC 2 or ISO 00 certifications. The selection process is based on the best proposal, evaluated across five key factors: technical response, implementation approach, supplier experience, subcontracting plans, and total cost analysis. Awardees must maintain specific insurance coverages, including at least $1,000,000 per occurrence for Commercial General Liability and $100,000 per employee for Employer's Liability. Proposals are due by November 20, 2026, and must include detailed financial documentation, such as audited statements for the last three fiscal years and a D&B Business Report. The contract includes a rigorous acceptance process with a thirty-business-day review period for deliverables and a minimum ten-business-day acceptance testing period following deployment.

The Centers for Disease Control and Prevention, National Center for Health Statistics (NCHS) intends to award a sole source firm fixed price purchase order to Definitive Healthcare, LLC, to provide access to the Definitive Healthcare data in order to gather information and characteristics of physician and health care provider groups for the National Ambulatory Medical Care Survey (NAMCS). Definitive Healthcare is the only known source that has data elements (or variables) that can be accessed through this purchase which are critical when drawing the NAMCS sample noted above (e.g., owner status organization, National Provider Identifier [NPI], total licensed beds, total providers, total physicians, number of owned facilities, patient volume, federally qualified health center status, accepts Medicate/Medicaid, and electronic health record use indicator). Other data sources either do not have these data elements, or if they were available, their access is not available through purchasing standard access. Therefore, due the availability of relevant data elements, Definitive Healthcare is the only known option to meet the NCHS need. This award will provide access for two NCHS users for up to one (1) year to the needed database components and will include the ability to download data for use with sampling and conducting surveys. In addition, access to Definitive Healthcare data is available at a price significantly lower than the simplified acquisition threshold. The NAICS code for this action is 518210 and the small business size is $35.0 M. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and FAR Part 12, Commercial Items. Interested persons or businesses may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to Florence Black at fpblack@cdc.gov by 11:00 AM Eastern Time on July 16, 2022.
