NASA's Marshall Space Flight Center is seeking to procure a Class IV carbon dioxide laser capable of delivering between 10 and 250 watts of power at a wavelength of 10.6 micrometers, with strict performance specifications including a beam diameter no larger than 6.8 mm, beam divergence of no more than 2.1 milli-radians, an M2 value under 1.3, ellipticity under 1.2, and linear polarization. The laser system must incorporate a visible aiming laser aligned with the CO2 beam, be cooled by water within specified temperature and flow rate parameters, and operate on 208-230 VAC, three-phase power not exceeding 17 amps. It requires a remotely operated integrated shutter and a computer interface for remote control. The system must come with a minimum 15-month unlimited hour warranty covering all components, accompanied by user manuals. NASA intends to acquire this equipment as a commercial item under FAR Part 12 and prefers to source it from Coherent Laser Group due to compatibility with existing systems. Interested suppliers are invited to submit capability statements by July 15, 2005, which will be used solely to determine competition for the procurement. Email and postal submissions are accepted, but oral communications are not. The government reserves the right to decide whether to pursue a competitive process. Additionally, an Ombudsman has been appointed to assist with the procurement process.

NASA/MSFC has a requirement for a Class IV, carbon dioxide (CO2) laser must produce 10 W to 250 W of power at a wavelength of 10.6 - m with an inherent power stability of 8%. The beam must be no greater than 6.8 mm in diameter with a beam divergence no greater than 2.1 milli-radians. The system must provide a beam which has an M2 value of <1.3 and an ellipticity of <1.2. The beam must have a linear polarization state. Internal to the laser head, a visible aiming laser co-aligned with the CO2 beam must be provided. The system must be operable with cooling water providing 50-95oF at a flow rate of 1.5 gallons per minute, at 30-75 p.s.i., capable of extracting 5000 watts heat load. The laser must operate from 208-230 VAC, three phase, 60 Hz. power at not more than 17 Amps. A remotely operated integrated shutter assembly is required. An interface for a computer to remotely control operations must be provided. The laser system must be warranted for at least a 15-month, unlimited hour warranty with all components and assemblies guaranteed to be free of defects in workmanship and materials for the warranty period. Manuals must be provided NASA/MSFC intends to purchase the items from Coherent Laser Group due to systems requirements and compatibility with existing equipment. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 15, 2005.
