The Department of Veterans Affairs plans to award a sole source, firm-fixed-price purchase order to Kistler Instruments Corporation for a custom X-ray transparent force plate. This device is specifically designed for the Biplane Fluoroscopy Laboratory at the VA Puget Sound Health Care System, where it will measure the reaction forces of research subjects as they walk over a walkway beneath which fluoroscopes capture X-ray images of their feet. The force plate must be transparent to X-rays to avoid obscuring the images with artifacts, and because no off-the-shelf products meet these requirements, a custom solution was necessary. Kistler Instruments is the only company to propose a viable design using four load cells, making it the sole reasonable source in accordance with federal acquisition regulations. The anticipated award date for the contract is May 31, 2018, and although the government is soliciting comments from other firms that believe they can meet the requirement, this communication is not a formal request for proposals but rather a notification to publicize the intended procurement. The contract will be executed under NAICS code 334519 and will support research efforts at the Seattle VA Medical Center. This notice serves as the only public announcement of the government’s intent to proceed with a sole source award to Kistler Instruments for this unique custom force plate.

Full Description

The Department of Veterans Affairs intends to solicit and negotiate a Sole Source, Firm-Fixed-Price Purchase Order with Kistler Instruments, Corp. This procurement is for a custom X ray transparent force plate to be used as part of the Biplane Fluoroscopy Laboratory at the VA Puget Sound Health Care System. In the Biplane Fluoroscopy Laboratory, research subjects walk over a walkway while a pair of fluoroscopes (X rays), located beneath the walkway, image their foot. We require this walkway to be equipped with a force plate, so that the reaction force of the subject (which is a key component of several biomechanical analyses) can be measured as they walk over the platform. Accordingly, the force plate must be transparent to X rays; otherwise the force plate itself will create artifacts that obscure the foot images. There are currently no off the shelf X ray transparent force plates in the market that can provide required functionality. Therefore, the research team reached out to force plate manufacturers to design a custom solution. Only Kistler Instruments Corp. proposed a custom solution involving the use of four load cells. Therefore, IAW FAR 13.106-1(b)(1)(i), it has been determined that only one source is reasonably available. The anticipated date of award is 5/31/2018. Any firm that believes it can meet this requirement, please contact the Contracting Officer before COB 5/30/2018. This requirement is for: Department of Veterans Affairs Seattle VA Medical Center 1660 S Columbian Way Seattle, WA 98108 This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining the market place for future procurements. The Government will not pay for information submitted. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement.
