The Department of Defense intends to award a sole source contract for the purchase of two 900 AST Advance Systems Electrical Testers to 3M Company under statutory authority 10 USC 2304(c)(1), as no other responsible source or alternative supplies will meet the agency’s specific requirements. These handheld testers, designed specifically for aircraft wiring diagnostics, combine multiple testing functions—resistive fault location, time domain reflectometry, multimeter, load testing, and capacitance testing—into a single device, streamlining maintenance and reducing calibration needs from five separate units to one. Along with the testers, several accessories such as soft cases, cables, adapters, test leads, and battery holders are included at no additional cost. Market research confirmed 3M Company as the sole contractor capable of providing this specialized equipment. The agency has set a deadline of 4:00 PM EST on July 5, 2007, for any responses to this notice; absent any objections, the contract will be awarded to 3M. The contract specialist overseeing this procurement is SSgt Sovanna Tanner, who can be contacted for inquiries via phone or email. The purchase supports efficiency in aircraft electrical system troubleshooting by consolidating multiple test functions into one portable device, which is critical to meet the operational and maintenance demands of the 6 MXS unit.

The purchase of an Advance System Electrical Tester must be done through 3M Company because they are the only responsible source and no other supplies or services will satisfy agency requirements. The 900 AST is a handheld, integrated test set designed specifically for locating faults in the wiring of aircraft and its components. With the tester, electricians can quickly locate faults and verify repairs on wiring utilizing the Resistive Fault Location (RFL) and Time Domain Reflectometer (TDR) functions. This piece of equipment takes the place of five test sets that would normally have to be hooked up separately during a troubleshooting situation, i.e. multi-meter, load tester, RFL, TDR, and capacitance testers. Having the ability to properly troubleshoot an aircraft will greatly increase having one piece of equipment to perform five tests, only requiring to go to PMEL once a year, as opposed to having to send five pieces of equipment once a year. Market research was conducted for the purchase of this 900AST Advance Systems Electrical Tester and 3M Company is the only contractor found able to supply this item as we require. If no response to this notice is received by 4:00PM EST on Tuesday, July 5, 2007, the award for this Advance Systems Electrical Tester will be made to 3M Company.
