The U.S. Army Corps of Engineers plans to award a sole source firm-fixed-price contract to Circuit Breakers Sales Co. Inc. for the testing, inspection, disassembly, refurbishment, and reassembly of Yin brand VACARC AC Voltage Vacuum Circuit Breakers. This acquisition is justified under the FAR clause 6.302-1, citing only one responsible source capable of fulfilling the agency’s needs. Interested firms that believe they can meet the requirements may submit documentation to the Contracting Officer within seven days to demonstrate their capability, although the Government retains discretion on whether to open the procurement to competition. Without responses, the contract will proceed directly to Circuit Breakers Sales Co. Inc. The scope of work encompasses a comprehensive process beginning with initial testing and inspection involving verification of equipment nameplate data, visual and mechanical checks, and electrical operation tests. The equipment is then fully disassembled with photographic documentation, followed by inspection and sorting of components for re-qualification including plating and painting. After subcontractor processing, parts undergo a detailed inspection before reassembly with new hardware as needed, precise torque checks, operational testing, and adjustments according to the manufacturer’s specifications. The circuit breakers are wired per the customer's schematic using new control wiring. Final testing includes mechanical operation cycles, electrical contact resistance and insulation resistance checks performed by certified technicians to ensure quality and performance standards. The refurbished breakers are then carefully packaged for shipment with test reports sent to the customer. The contracting officer for this requirement, LaTanya Johnson, must receive capability statements by the specified deadline to be considered.
