This acquisition is unrestricted. The NAICS code is 541710. The following item will be procured: (1) The contractor will investigate the static and dynamic properties of FluoroPOSS surfaces in detail using contact angle goniometry, drop impact studies and atomic/friction force microscopy. The contractor will explore the differences between atomically smooth FluoroPOSS coated surfaces (e.g. silicon wafers) and nanopatterned/roughened surfaces. The understanding of the basic principles behind these two phenomena, chemical modification of the surface and nanoroughened surfaces, will be summarized in a presentation/publication and/or report with respect to exploiting potential uses of fluoroPOSS as a surface friction reducer and as a robust and nonfouling ultrahydrophobicity promoter. (2) The contractor will investigate the use of FluoroPOSS as a nanoscale toughening agent by compounding the FluoroPOSS into elastomers and engineering plastics. The feasibility of using these nanoparticles as toughening agents will be determined by relevant testing, including mechanical property testing. The contractor will perform appropriate tests to be defined in consultation with AFRL/PRSM (3) An agreed upon number of test samples will be provided to AFRL/PRSM and a final report will be provided at the conclusion of the program effort. Contractors interested in this requirement should submit a complete technical quote, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a Research and Development contract in accordance with FAR Part 13. Anticipated Award date is 12 July 2006.
