66--HIGHLY COLLIMATED SOLAR SIMULATOR FOR WALLOPS FLIGHT FACILITY

NASA/GSFC/Wallops Flight Facility has a requirement for a Highly Collimated SolarSimulator with Air Mass Filter and power supply. NASA/GSFC/WFF intends to purchase theitems from Sciencetech, Inc. in accordance with 6.302-1(a)(1)10 U.S.C.2304(c)(1) - onlyone responsible source and no other supplies or services will satisfy agencyrequirements. To satisfy project requirements, the sun simulator must have a beamdiameter of at least 6 inches, less than 1 degree beam divergence and 1 sun's power inthe beam. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 2, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
