The Roudebush VA Medical Center in Indianapolis, Indiana seeks to acquire a unique integrated instrument combining the TI950 TriboIndenter nanoindenter from Bruker (formerly Hysitron) with a Raman Spectrometer from Renishaw. This combined system is designed to perform both high-precision mechanical testing and localized chemical composition analysis on biological tissues and engineered materials at the nanoscale. By integrating these technologies, the equipment enables simultaneous measurement of material properties and chemical characterization, reducing errors from spatial heterogeneity and allowing automated Raman spectral analysis before and after nanoindentation, as well as mapping to assess stress-induced peak shifts. The integration process, including testing, delivery, reassembly, and personnel training, will be a collaborative effort between Bruker and Renishaw. The contract is a firm fixed-price agreement with an estimated delivery window from mid-April to late September 2017. The equipment will be delivered to the Roudebush VA Medical Center. Although this notice is an intent to sole source the contract to Bruker and Renishaw due to the specialized nature of the integration, the agency invites capable sources to submit capability statements by April 10, 2017, to be considered. This announcement is not a solicitation but is to help the government identify potential contractors. Any future solicitation will require separate responses from interested parties.

SPECIAL NOTICE: INTENT TO SOLE SOURCE The Roudebush VA Medical Center, located in Indianapolis Indiana has a requirement for a combination instrument that integrates two otherwise separate pieces of technology. The TI950 TriboIndenter nanoindenter (purchased from Hysitron/Bruker Nano) which will be integrated with the Raman Spectroscopy (to be purchased from Renishaw). The TI950 TriboIndeter Nanoindenter, when integrated with the Raman Spectroscopy, is designed to (a) measure material properties of samples (biological tissues, cells, engineered materials) via tru nanoindentation, and (b) complete localized chemical composition/structure of the tissue. The TriboIndenter will be integrated with a Raman Spectroscopy for quantifications of material properties of biological tissues and characterization of chemical properties of biological tissues. The instrument provides two normally different types of analyses, but does it together at the Nano-scale level so that variations due to spatial tissue heterogeneity can be avoided. Direct integration of Raman Spectroscopy into the TriboIndenter will open a broad variety of correlative techniques. Raman spectra before and after a mechanical nano-indentation can be acquired in an automated manner. Raman mapping around indents can be executed to study characteristic peak shifts due to compression/tension stress field. Renshaw and Bruker will work together to integrate this equipment. Bruker (formerly Hysitron) will work closely with Renshaw, Inc. to, integrate, test, disassemble, deliver, re-assemble and train personnel on this unique equipment. Period of Delivery: The equipment estimated delivery period will be from 4/15/2017 through 9/30/2017 Place of Performance: Delivery of the equipment will be made to the Roudebush VA Medical Center located in Indianapolis, Indiana. Type of Contract: Firm Fixed Price This notice is not a request for competitive proposals, but a notice of Intent to Sole Source to the following: Bruker for the TI950 TriboIndenter nanoindenter Renshaw, Inc for the Invia Raman Spectrometer. However; any responsible source who believes it is capable of meeting the requirement of providing an integrated TI950 TriboIndenter with the Invia Raman Spectrometer may submit a capability statement to the contracting office no later than Monday, April 10, 2017 1:30 PM EST. Interest/capability statements may be sent to Linda Buccigrossi at contact@example.gov and should include company name, address, point of contact, business size, and product information. No telephone responses will be accepted. This notice is to assist the Government in determining sources only. A solicitation is not currently available. If a solicitation is issued, all interested parties must respond to that solicitation announcement separately from the responses to this announcement.

AJ12--Development/Production - Kidney GEC-Specific AAV Vector
Solicitation # 36C24E27Q0009
The Department of Veterans Affairs is issuing a Sources Sought notice to identify capable vendors for the development and production of a kidney glomerular endothelial cell specific adeno-associated virus AAV vector. This project, funded by a VA ORD Merit award, aims to create a homing peptide enabled vector platform to target the glomerular endothelium to treat kidney injury and disease while reducing off target transduction. The scope of work is divided into three primary tasks: the engineering and incorporation of targeting peptides into the AAV capsid, testing vector binding and internalization in kidney tissue slices, and evaluating the specificity and efficiency of the modified vector through bioluminescence imaging and in vivo biodistribution studies. Qualified contractors must possess extensive onsite resources, including BSL 2 laboratories, specialized DNA and RNA facilities, and advanced instrumentation such as the Agilent Fragment Analyzer and various qPCR platforms. Vendors must demonstrate proven success in animal and human cell vector delivery and maintain full compliance with AAALAC and FELASA health standards. The government requires quarterly reporting, weekly videoconferences, and biannual face to face meetings. All generated data will be subject to Government Purpose Rights, and contractors must adhere to strict federal records management and information security protocols. Interested parties must submit a capability statement, relevant literature, and socio economic status details under NAICS 541714 by November 4, 2026.
