The contract seeks to acquire commercially available Hand-held Radiation Isotope Identification Devices (RIIDs) intended for use by border screeners and First Responders to detect, locate, and identify radioactive sources and materials, particularly for interdiction of illicit trafficking. These devices must be rugged, weather resistant, battery powered, and capable of rapid and accurate nuclide identification as well as measurement of X-, gamma, and neutron radiations, with an additional preference for dosage rate measurement capabilities. Compliance with the ANSI N42.34 standard for performance criteria is mandatory, and vendors must submit certified independent test reports demonstrating adherence. In cases of conflicting requirements between the solicitation and the ANSI standard, the more stringent criteria will take precedence, with the procuring agency retaining discretion over acceptance of any variations. Additionally, vendors are requested to provide detailed information about the warranty coverage for the RIID devices, including the cost and terms of a one-year extended warranty and the warranty service procedures applicable in Jordan. The solicitation also seeks input regarding suggested training for users in Jordan, including costs, duration, content, and any special requirements. Responses to this market survey were due by January 8, 2010, with the procuring office located at the Department of Defense facility in Aberdeen Proving Ground, Maryland. The acquisition aims to ensure that the devices supplied meet stringent operational and environmental standards to support reliable radiation detection in challenging field conditions.
