The Mission Installation and Contracting Command at Fort Gordon intends to award a sole-source, firm-fixed price purchase order to Evident Crime Scene Products Inc. for 250 Alpha/Bravo Tactical Combat Kits with Digital Cameras. This procurement is conducted under the statutory authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 because Evident Inc. is the sole manufacturer and distributor of these specific kits. The equipment is essential for the United States Criminal Investigation Laboratory, as the proprietary tactical pouches and hardware are the only options compatible with currently validated forensic DNA science processes. Utilizing an alternative vendor would result in significant cost increases and would require the redevelopment and re-validation of equipment already invested in by the Department of Defense. This notice is not a request for competitive proposals, and no solicitation will be issued unless a party can provide clear and convincing evidence that competition would be advantageous and that the kits are not proprietary. Any written responses must be submitted by 11:00 a.m. on February 10, 2014, after which the award may be made without further notice.

The statutory authority for this sole-source procurment is 10 U.S.C. 2304(c)(1) as prescribed by FAR 6.302-1. The Mission Installation and Contracting Commmand-Fort Gordon(MICC) intends to issue a sole-source, firm-fixed price, purchase order to Evident Inc., for a quantity of 250/each for Alpha/Bravo Tactical Combat Kit with Digital Camera. Evident Crime Scene Products Inc is the sole source manufacturer and distrubtor of these products. The Alpha/Bravo Tactical Combat Forensic Kit with Digital Camera features and exclusive proprietary tactical pouch which provides access to fingerprint development and material collection supplies. No avialable alternative meets the required specificiations for US Criminal Laboratory (USACIL) mission and validation. Other Tactical Forensic Combat Kits with cameras are not compatible for use with the validated hardware currently used by USACIL for forensic DNA science. The detrimental effect of employing another vendor's solutions is a significant cost increase for development and implementation of a new product. The Department of Defenese has already invested in the employment, testing and validation of equipment which use these kits. These kits are required to support United States Criminal Investation Laboratory. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government, that this kit is not proprietary to Evident, and you may be considered for the next requirement. If no affirmative written responses are received by 11:00 a.m on 10 February 2014, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government.
