Full Description

The U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division, on behalf of the Naval Health Research Center, intends to award a sole source fixed price purchase order under simplified acquisition procedures to COSMED USA, INC., 1850 Bates Ave; Concord, CA 94520-1240 for (1) Mobile Cardiopulmonary Exercise Testing apparatus; (2) Regulator: CAL& DLCO (Diffusing capacity or Transfer factor of the lung for carbon monoxide) mix; (2) Gas, Cal mix valves: CGA-973. The proposed contract action is for supplies, which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). COSMED USA, INC is the only commercial manufacturer able to provide a Mobile Cardiopulmonary Exercise Test apparatus that features a lightweight device ( a backpack system under 3 lbs.) that is durable and comfortable to the user (facemask rather than mouthpiece); easily exports data to Excel files and statistical programs; can interface with the Garmin heart rate monitors; and provides advanced data elaboration, custom graphical representation, and real-time visualization. This is required for research related to human performance in military operations. This notice of intent to purchase supplies from only one source is not a request for proposals; however interested persons may submit their capability to respond to this requirement to the point of contact listed below by September 21, 2012. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
