The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) Contracting Office plans to award a sole source contract to Advanced Geosciences, Inc. for the procurement of a SuperSting Resistivity Imaging system. Advanced Geosciences, Inc., located in Austin, Texas, is identified as the sole manufacturer and source for this system, due to proprietary rights, including patents, copyrights, proprietary software, and licensing agreements, which restrict competition. The SuperSting system is also compatible with the government’s existing equipment, supporting continuity and integration with current capabilities. This procurement will follow simplified acquisition procedures under FAR 13, allowing a non-competitive approach authorized by FAR 13.106-1(b). Interested parties wishing to challenge the sole source determination may submit their qualifications in writing by 12:00 p.m. CST on August 2, 2013, for the government’s consideration regarding whether or not to open the procurement to competition. These submissions must be made in writing to the designated contract point of contact and no oral communications will be accepted. It is important to note that the government retains sole discretion in deciding whether to seek competition, and no formal Request for Quote or Proposal will be issued following this notice. All communications should reference the solicitation number and be submitted via email as specified in the notice.
