Full Description

U.S Army Research Development and Engineering Command (RDECOM) Contracting Center intends to award a sole source contract to J.L. Shepherd & Associates located at 1010 Arroyo Ave., San Fernando CA 91340 J.L. Shepherd & Associates shall provide Model 484R-2 Irradiator, including the transportation, installation, and the training necessary for irradiator. Model 484R-2 Irradiators are proprietary to J.L. Shepherd and Associates. In accordance with the "Registry of Radioactive Sealed Sources and Devices Safety Evaluation of Sealed Source", installation, dismantling, relocation, maintenance (not permitted in the operation manual), and repair of the device shall be performed only by the manufacturer. The NAICS code for this requirement is 334517 and size standard of 500 employees. The statutory authority permitting other than full and open competition is implemented by FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach.
