AI Contract Overview

The contract seeks market research input through a Request for Information (RFI) from industry and academia for a chemical agent detection unit compatible with the existing Improved Point Detection System (IPDS) MK26 Mod 0 currently fielded by the Navy's Chem/Bio Detection Program at NSWC Crane. The primary requirement is a detection unit capable of reliably identifying and differentiating between nerve and blister chemical agent vapors at specified threshold concentrations within 60 seconds, with a Technology Readiness Level (TRL) of at least 6. The unit must integrate with existing shipboard display and air sampling systems, operate reliably in shipboard environments, maintain a low false alarm rate, and demand minimal maintenance and spare parts support. Additionally, the government is interested in comprehensive systems capable of fulfilling the entire IPDS functionality for new installations. This RFI is intended solely for gathering information and does not represent a solicitation or commitment by the government to award a contract. The government will not compensate for any submissions and stresses that participation is voluntary, with all proprietary information handled confidentially. Responses will help shape any subsequent Requests for Proposals (RFPs). Interested parties can submit information or direct technical questions to designated points of contact at NSWC Crane. The notice is posted on the Federal Business Opportunities (FBO) and Navy Electronic Commerce Online (NECO) platforms to ensure broad accessibility.

This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. This Request for Information (RFI) is the initiation of market research under Part 10 of the Federal Acquisition Regulations (FAR), and is not a Request for Proposals (RFP). The Government does not intend to pay for any information furnished in response to this RFI. NAVSURFWARCENDIV Crane Chem/Bio Detection Program is requesting MARKET SURVEY information on a source to provide a detection unit in compliance with the performance specification for the currently fielded Improved Point Detection System (IPDS) MK26 Mod 0. NSWC Crane's Chem/Bio Detection Program is interested in receiving information from academia and industry on the capabilities described below. Any technology may be submitted for review, but the requirement is sufficiently urgent to require a Technology Readiness Level (TRL) of 6 or greater. The detection unit must be capable of interfacing with the two current Display Units located on the Bridge and in Damage Control and also with the current external air sampling unit. The proposed solution should be highly reliable, have a minimum false alarm rate and have a low maintenance and low spare parts support requirement. The system must automatically detect and differentiate between nerve and blister chemical agent vapor concentrations at a threshold challenge of 0.1 mg/m3 for nerve agents and 10 mg/m3 for blister agents within 60 seconds of exposure. In addition, any proposed system must be capable of operating in a shipboard environment and must meet all requirements for this type of installation. Any questions pertaining to the current IPDS design or the interconnectivity of its major components shall be directed to a technical POC listed below. The government is also interested in information on systems capable of providing the entire IPDS functions for new installations. This is not a solicitation; however, your response to this RFI will demonstrate your interest in subsequent Request For Proposals (RFPs). The Government does not intend to pay for the information requested. This is a request for information only and does not commit the government to award a contract, or to otherwise incur any liability associated with the submission of any response or related materials. Participation in this request is strictly voluntary and expenses will not be compensated. Please provide your responses to Technical POC Mr. Keith Sims, NSWC Crane, Code 805D, 300 Highway 361, Crane, IN 47522, telephone: +1 (555) 000-0000. Alternate Technical POC: Janet Lynch, NSWC Crane, Code 805D, 300 Highway 361, Crane, IN 47522, telephone: +1 (555) 000-0000. Responses to this RFI that indicate the information therein is proprietary or represents confidential business information will be received and held in confidence for US Government use only. Questions concerning this announcement may be addressed to Marlene Siddons/Contracting Specialist, Bldg 3291 Code 0565, phone +1 (555) 000-0000 or e-mail address contact@example.gov.
