AI Contract Overview

NSWC Carderock has been assigned by COMNAVAIRPAC to integrate Remotely Operated Vehicle (ROV) systems for conducting security surveys of Navy ships, specifically requiring these vehicles to navigate closely along ship hulls to detect foreign objects. To support this mission, two additional vehicles are being produced and outfitted. The PA-500 altimeter unit, manufactured exclusively by Mecco Inc., is uniquely compatible with the current vehicle design in both physical size and electronic interface, making it an essential component for this project. As a result, NSWCCD plans to execute a non-competitive, firm-fixed-price purchase order for twelve PA-500 units from Mecco Inc. through Simplified Acquisition Procedures, citing that any alternative source would lead to significant duplication of cost and effort without anticipated benefits from competition. The contracting process is open to all responsible sources, which may submit capability statements by July 4, 2006, to aid the Government in deciding whether to pursue a competitive procurement. However, any decision not to compete remains at the Government’s sole discretion. This procurement aims to ensure the availability of the specialized altimeter units critical for the effective operation of the Navy’s ROV security survey vehicles, emphasizing cost-efficiency and compatibility with existing systems. The contract is administered by the Department of Defense office at NSWC Carderock, Bethesda, MD.

Full Description

NSWC Carderock Code 616 has been tasked by COMNAVAIRPAC to integrate Remotely Operated Vehicle (ROV) systems for Navy ships security surveys. An integral part of these systems is the ability of the vehicle to navigate a path parallel to a ship hull to search for foreign objects. Two additional vehicles are being built and fitted for this purpose. The Mecco Inc. PA-500 altimeter unit is the only manufacturer of acoustic altimeters which are compatible with the current vehicle configuration design, both in physical dimension and electronic interface. NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to MECCO, INC; for the purchase of twelve (12) each, PA-500 altimeter units. Award to any other source would result in a substantial duplication of cost and efforts to the Government that is not expected to be recovered through competition. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 7/04/2006.
