The SPAWAR Systems Center Charleston plans to award a sole-source contract valued at $197,157 to ALION/JJMA, Inc. to support the Maritime Toxic Pen Project. ALION/JJMA will be responsible for providing expertise in Ship Check support, antenna design, ABS approval, equipment fabrication, installation, and testing specific to this project. The contract requires the fabrication and installation of antennas that must be tailored to each platform’s unique electromagnetic signature, with cabling precisely matched in length between each antenna node to ensure proper electrical pairing. The positioning of each antenna node must account for platform-specific electromagnetic interference (EMI) and radio frequency interference (RFI), a critical factor given the constrained timeline for project completion. ALION/JJMA is uniquely qualified for this work due to their prior successful experience on a nearly identical platform for SPAWAR Charleston, making them the only capable source for this contract. The solicitation explicitly states that this is not a request for competitive proposals, underscoring the sole-source nature of the award. Responses to the announcement were required by June 27, 2006, and any inquiries were directed to Timothy Wiand at the provided contact information. The contract is managed by the Niwc Atlantic office under the Department of Defense, with the office located in North Charleston, South Carolina.

Full Description

The SPAWAR Systems Center Charleston intends to award a $197,157 sole-source contract to ALION/JJMA, Inc. in support of the Maritime Toxic Pen Project. ALION/JJMA will provide Ship Check support, design efforts for the antennas, ABS (American Bureau of Shipping for Maritime Standards) approval, Equipment Farbrication and Installation efforts and testing for the Maritime Toxic Pen Project. ALION/JJMA will fabricate and install the antenna, which must be customized to each platform’s unique electromagnetic signature, and the cabling must be electrically matched to be the same length between each antenna node. ALION/JJMA has satisfactorily accomplished this task in the past on a nearly identical platform for SPAWAR Charleston and is the only potential source that has this experience. There is a need to position each node individually based on Platform Electro Magnetic Interference (EMI) and Radio Frequency Interference (RFI), the need to install the antenna electrically paired, and all within a diminishing time frame. ALION/JJMA, Inc. is the only source capable of performing this work. THIS ANNOUNCEMENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Any responses to this announcement are due 27 JUN 2006 NLT 1000 hours, to TIMOTHY WIAND (Code 027TW) at contact@example.gov . SEE NOTE #22.
