The contract involves the award of a firm-fixed-price sole source agreement to Entech Instruments, Inc. for preventive maintenance services on the Entech Gas Analysis System at the Aberdeen Test Center in Maryland. The contract uses Federal Acquisition Regulation FAR Part 13 and covers a base period from October 11, 2012, through October 10, 2013, with two subsequent option years extending through October 2015. The contractor is required to perform at least one preventive maintenance visit annually per instrument, which includes system tuning, alignment, and the use of only new OEM parts for repairs. Rebuilt or third-party parts are prohibited. Services include all labor, travel expenses, software upgrades, telephonic software support during weekdays, and the provision of software media. The government may request proof of service personnel competency, and failure to provide adequate training certification is grounds for contract termination. Maintenance services are focused on specific pieces of equipment within the Entech Gas Analysis System, including the Preconcentrator, Autosampler, Cleaner, and Oven. Additionally, the contract mandates electronic invoicing through the Wide Area Workflow system and requires contractor manpower reporting in line with Army regulations. Entech Instruments, Inc. is the exclusive source for these maintenance services as the original equipment developer and sole authorized service provider. Interested parties were given the opportunity to demonstrate competitive capability by October 5, 2012, but the government reserves sole discretion not to compete this acquisition. The contract aligns with NAICS code 811310, and overall ensures continued optimal performance of the Gas Analysis Systems critical to government operations at the Aberdeen Test Center.
