Full Description

Department of Energy (DOE), National Nuclear Security Administration (NNSA), Office of Acquisition Management (OAM), is contemplating a sole source award (brand name, peculiar to one manufacturer) for Kestrel 5700 Elite Weather Meter with Applied Ballistics and LiNK (Bluetooth), hereinafter referred to as (“Kestrel 5700?), Part/Number 0857AL, manufactured by Nielsen-Kellerman. The Kestrel 5700 has a Ballistic Calculator and a Custom Drag model program that are designed specifically for the Office of Secure Transportation’s (OST) ammunition currently in inventory and also for the new ammunition that will be in inventory in the near future. This unit complete with the new software installed provides step-by-step instructions to enhance the ability of a shooter by eliminating countless hours of collecting ballistic data in various terrains, temperatures, and elevations which allows the individual shooter the ability to concentrate on the perishable skills of a Designated Marksman. Procuring the Kestrel 5700 will save OST time and money because OST will not have to procure a new program for every Kestrel when a new update comes online. The procurement of the Kestrel 5700 will also prevent OST from having to re-train agents on the new program, which will incur cost of man hours, ammunition use, range use, and most importantly may prevent Kestrels from being utilized during missions because agents will have to be re-trained on the new program. There are other Kestrel 5700 series models available, however, they do not have the Custom Drag model programs or multi-target view and expanded ballistic data table in them, which is compatible with the ammunition currently used by OST. Under the statutory authority permitting other than full and open competition of 41 USC 3304(a)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency (OST) requirements. The Nielsen-Kellerman Kestrel 5700, Part/Number 0857AL, demonstrates a unique and innovative concept and is the only known source based on its certified and guaranteed accuracy, patent rights and/or copyrights associated with the Kestrel 5700. Any resulting solicitation will be issued as a Request for Quote (RFQ) in accordance with Commercial Items/Simplified Acquisition Procedures (FAR 12/13) with an anticipated award date of March 3, 2017. Any RFQ would be synopsized at FedConnect and FedBizOpps; vendors may register at either site to receive notifications regarding this announcement. The contemplated award would include a purchase order of one-hundred and six (106) tan colored Kestrel 5700s; desired delivery terms: 30 days ARO (on or before April 3, 2017), FOB Destination to Fort Smith, AR. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. One or more of the items under this acquisition is subject to Free Trade Agreements. Responses should be submitted via email to the Contract Specialist, contact@example.gov, no later than February 20, 2017, 6:00 PM (Eastern Time). This Notice is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not be responsible for reimbursement of any costs incurred by interested parties in response to this Notice.
