The U.S. Environmental Protection Agency intends to purchase a turn-key Self-Contained Mobile Radiation Monitoring System from Radiation Solutions, Inc. This ground-based system is designed to perform radioactive surveys, provide real-time moving map displays, and log GPS navigational positions and radiation levels for large areas. The required technology must feature an advanced digital gamma-ray spectrometer capable of collecting and storing spectra from at least four NaI detectors, with the ability to identify nuclides and measure radiation exposure levels. The system must be rugged, weatherproof, and deployable on various mobile platforms. This notice serves as a sources sought notice to support a sole source procurement and a Buy American Act Waiver, as the EPA believes Radiation Solutions, Inc. is the only vendor capable of meeting the requirements. The agency seeks to maintain compatibility and continuity with three existing systems, ensuring standardized software, data export formats, and operator training across its Special Teams. The procurement falls under NAICS code 334519 and is critical for the Office of Radiation and Indoor Air and the Office of Homeland Security to facilitate decision-making during radiological emergencies or nuclear disasters.

SOURCES SOUGHT: The U.S. Environmental Protection Agency (EPA) intends to purchase a Self-Contained Mobile Radiation Monitoring System that can perform radioactive surveys and provide real-time moving map displays, with data logging, of GPS navigational position and radiation levels for large areas from Radiation Solutions, Inc. (RSI); 160 Matheson Blvd E., Unit 4; Mississaugh, Ontario Canada L4Z1V4. This is a SOURCES SOUGHT NOTICE ONLY for purpose of (1) negotiating a sole source procurement with Radiation Solutions, Inc. and (2) conducting Market Research to support a Buy American Act Waiver and is not a Request for Proposal. EPA intends to specify the mobile radiation monitoring system as "non-available" under FAR 52.225-1, Buy American Act - Supplies and in accordance with FAR 25.103(b)(2)(i) for the Buy American Act Waiver. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred by interested parties for responses to this Sources Sought Notice. No solicitation is available. The Environmental Protection Agency (EPA) has a requirement for a ground-based system that is consistent with other RSI systems used at EPA and which provides advanced digital gamma-ray spectrometer for mapping ground-based gamma contamination. It is a self-contained mobile radiation monitoring system that is capable of collecting, displaying, and storing spectra from a minimum of four (4) 4?x 4?x 16? NaI detectors with both individual and gain matched summed output(s) with GPS and date/time stamp. This system has high sensitivity, and directionally finds and localizes both man made and natural radioactive x ray and gamma ray emitting materials. The system is capable of measuring, recording, and displaying the following: complete spectral data w/ GPS coordinates, vehicle track, a minimum of 10 user programmable, spectral regions of interest, and radiation exposure levels in uR/hr (Cs 137 equivalent 30 3000 keV). The system performs spectrum peak searches and nuclide identification for assessment of radiation contamination. The system is rugged, modular in design, easily transported and has the flexibility to be deployed in a vehicle or other mobile portable platform. All system components that will be exposed to the environment are weatherproof. The vendor is supplying everything needed for a "turn-key" system. Purchase of the RSI Self-Contained Mobile Radiation Monitoring System that can perform radioactive surveys and provide real-time moving map displays, with data logging, of GPS navigational position and radiation levels for large areas is crucial to the mission of the EPA Office of Radiation and Indoor Air, Radiological Emergency Response Team for the following reasons: (1) EPA currently uses three RSI systems for decontamination requirements; (2) Purchase of this RSI system provides for the following which are not available from other manufacturers and for which there is no known competition which resembles this application: (a) an integrated detection system which uses identical software and data export formats identical to existing systems within the EPA Special Teams, (b) a proprietary process that utilizes a fully linearized 1,024 channel resolution without changing the Poisson distribution performance, (c) automatic gain stabilization using natural isotopes, (d) a system that operates within expected temperatures range (-20?F to 110?F), and, (e) Proprietary Advance Digital Spectrometer module that converts analog signal from a detector to a digital spectrum with a 1,000,000 channel resolution; (3) Purchase of this additional system will allow for compatibility with and provide continuity between the existing RSI systems and the new system to be purchased; (4) Procurement of this system from the same manufacturer will provide EPA with greater efficiency of operator training and provide for successful interchangeability of operators across the agency's other Special Teams who currently use RSI systems; (5) Data generated by the system that EPA is currently purchasing will be incorporated easily and successfully with data from the other existing systems to provide spatial representation of contaminated areas by standardizing on equipment from one manufacturer; and, (6) EPA software development can be utilized in a consistent standardized methodology for all RSI systems for data exporting to other formats. RSI's detection technology incorporates a fully digital system design, spectral analysis and advanced data processing which provides a level of radiation detection previously only attainable in laboratory equipment. The data collected by this technology will provide On Scene Coordinators, Health Physicist, Toxicologists, and Federal Health experts with ready access to radiological specific information to facilitate decision making during radiological or nuclear terrorism, nuclear power plant disasters, non terrorism radiological environmental emergency responses, and other removal or remedial actions. In addition, this technology directly supports the EPA Office of Homeland Security. EPA believes that Radiation Solutions, Inc. is the only vendor capable of satisfying the Agency's requirement. The circumstances permitting Other Than full and Open Competition justification is FAR 6.302, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The full Statement of Work (SOW), including technical requirements can be viewed on the EPA website at http://www.epa.gov/oam/rtp_cmd. The North American Industry Classification System (NAICS) code for this effort is 334519 - Other Measuring and Controlling Device Manufacturing with a size standard of 500 people. The intent of this synopsis is to determine if any other source(s) exist and, therefore, no RFP is currently available. Consequently, any response(s) failing to provide a capability statement but instead choose to merely submit a routine letter requesting a copy of the RFP will not be honored. Additionally, interested parties must (1) be registered in the Central Contractor Registration (CCR) database online at https://www.bpn.gov/CCR/scripts/index.html and (2) have completed the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ to be eligible for consideration. Interested businesses should submit a capability statement which demonstrates their firm's ability to successfully perform the overall requirements as defined in the SOW. Responses must also include the following: name and address of firm, size of business, DUNS, number of years in business, ownership, parent company/affiliate information, joint venture partners, and a list of customers during the past three years to include the contract numbers/contract type/dollar value of each procurement and point of contact's name/address/phone number. This capability statement shall not exceed five (5) pages in length and shall be sent electronically to Tillie Newsome, at contact@example.gov within 15 days of the date of this announcement. Interested vendors shall: 1) include information and specifications on the proposed supplies which clearly supports the requirements outlined above and in the SOW; 2) fully explain your capabilities and qualifications and; 3) provide itemized pricing that is sufficient to make a determination that competition is feasible. Response to this synopsis must be made in writing. No telephonic or faxed request will be honored. Please reference PR-NC-08-10830 Mobile Radiation Monitoring System in the E-mail subject line and all other responses. Direct procurement-related questions to Tillie Newsome at the above e-mail address. Respondents will not be notified of the results of this market research.
