The Bureau of Land Management’s National Interagency Fire Center (NIFC) is soliciting firm, fixed-price quotes for three particulate monitoring devices, with options for three additional units, designed primarily to monitor the air quality impacts of prescribed fires and wildland fire use activities. These smoke particulate monitors must measure PM2.5 within a specified range and be capable of transmitting data via the Geostationary Operational Environmental Satellite (GOES) network, utilizing a unique satellite telemetry system with data accessible through specified websites. The equipment must be rugged, lightweight (30 lbs. or less), operate for over 16 hours on internal battery power, have low operational complexity requiring no technician for setup, and provide both a user and service manual. One on-site training session not exceeding eight hours will be provided at NIFC. Delivery is required within 30 days of contract award, with all shipping costs included in the unit price and the destination being the NIFC in Boise, Idaho. The solicitation is a total small business set-aside under NAICS code 334519 with a size standard of 500 employees. Offers must demonstrate technical capability—such as evidence of GOES telemetry functionality, ruggedness, accuracy within specified limits, and ease of operation—and submit past performance references for similar contracts. The Government will perform visual inspections upon delivery and only accept units complying fully with specifications. Quotes must be submitted by July 16, 2008, and comply with various specified Federal Acquisition Regulation (FAR) clauses, including registration in the Central Contractor Registration database and submission on SF 1449 or company letterhead with detailed offer information.
