The contract involves a sole source procurement under FAR 13.5, intended to be awarded to Eppley Laboratory Inc., located in Newport, Rhode Island, based on their unique capability to provide essential support and service for specialized equipment, specifically the Eppley Precision Infrared Radiometer (PIR) and Precision Spectral Pyranometer (PSP) sensors. The procurement will be conducted using Simplified Acquisition Procedures under FAR Part 12 to acquire these commercial items, which are critical for maintaining compatibility with existing data acquisition systems. The procurement addresses the need for additional sensors to support the expansion of environmental data collection at various military research test sites, including Ft. Leonard Wood, Missouri, and Yuma Proving Ground, Arizona, as part of efforts to enhance counter-IED and other military research programs. Specifically, the Government requires four additional PIR units and six PSP units to extend data collection capabilities to a broader array of environmental conditions for improved modeling and simulation. The Environmental Laboratory is overseeing this effort to generate and validate data for computational test beds supporting military research efforts. Interested parties may submit their qualifications by the specified deadline, but no formal Request for Proposal will be issued. Technical and contracting inquiries are directed to designated personnel at the U.S. Army Corps of Engineers. This sole source approach emphasizes the unique expertise and equipment proprietary to Eppley Laboratory, ensuring continuity and compatibility in the ongoing research support infrastructure.

Stations have been used to collect data to be used for validation data to drive the development of the computational test bed to support improvised explosive device (IED) and other military research. Additional stations are required to allow collection of data at more sites so that areas representing a broader array or environmental conditions can be modeled. 2. The expansion of project test areas requires four (4) more PIRs and six (6) more PSPs to be used with the Eppley Precision Infrared Radiometer (PIR) and Eppley Precision Spectral Pyranometer (PSP).
