COMBINED SYNOPSIS/SOLICITATION- 140S0319Q0003- THERMO SCIENTIFIC NITON XL5 XRF ANALYZER OR EQUAL This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation, 140S0319Q0003, is issued as a request for quotation (RFQ). A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-05. This solicitation is 100% Total Small Business set-aside, the associated NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; and the small business size standard is 1,000 employees. Delivery Date: 30 days after award of order Delivery: FOB Destination Delivery Location: Office of Surface Mining Reclamation and Enforcement (OSMRE) Western Region Office 1999 Broadway, Suite 3320 Denver, CO 80202 The following provisions/clauses are applicable to this acquisition. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this solicitation. The Government will award a fixed-price purchase order resulting from this solicitation to the lowest price technically acceptable responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, ability to meet the needs of the Government, price, and delivery considered. The offeror must either have a completed profile at the web site https://www.sam.gov or include with the offer a completed copy the Online Representations and Certifications Application (ORCA), which is the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.
