The U.S. Department of Commerce, NOAA, specifically the National Weather Service, plans to purchase 75 mercury-in-steel dial-type soil thermometers with a temperature range of -40 to 120 degrees Fahrenheit. This procurement is a final purchase due to the hazardous nature of mercury contained in the thermometers, and an Environmental Hazardous Material waiver allows for acquiring a one-year supply despite these concerns. The thermometers will be sourced exclusively from Palmer Instrument, Inc., as the urgency and specific requirements outweigh the time needed for competitive procurement or exploring alternative suppliers. Delivery is to be made to the National Logistics Support Center in Kansas City, Missouri. The acquisition will follow the Simplified Acquisition guidelines under FAR Part 13 and is currently in a sources-sought phase rather than a formal solicitation. The contract is classified under NAICS code 339999, and the Central Administrative Support Center mandates that all potential contractors must be registered with the Central Contractor Registry (CCR) and possess a Dun & Bradstreet number to be eligible for award. The government reserves the right to solicit bids or issue a direct order to Palmer Instrument, Inc., based on responses received. The contract is managed through the Department of Commerce’s office in Norfolk, VA, with Karen L. Christian and Donita S. McCullough as primary points of contact for this acquisition. This action emphasizes regulatory compliance, hazardous material considerations, and streamlined purchasing procedures to meet the agency’s specific operational needs.
