AI Contract Overview

The contract involves the sole-source procurement of specialized upper air equipment to support operations in Kodiak, Alaska, and Wallops Island. The Department of the Interior’s Acquisition Services Directorate, acting on behalf of the National Oceanic and Atmospheric Administration’s National Weather Service, will acquire a firm-fixed-price contract with Lockheed Martin Sippican, Inc. The purchase includes two LMG6 Radiosonde Ground Systems and 60 LMS6 Radiosondes, essential for upper air data collection and operations. This procurement is justified by the unique proprietary nature of the equipment and algorithms, lack of alternative suppliers, and the unsuitability of the existing Kodiak facility, which was deemed unsafe by the U.S. Coast Guard, necessitating temporary installation of this system. The LMG6 ground systems are required to process data only from the LMS6 radiosondes due to proprietary decoding methods, and these systems will support ongoing and emergency upper air testing and operations at both Kodiak and Wallops Island locations. The contract duration is set for five months from the award date. Despite this being a non-competitive sole-source action under FAR 6.302-1, the government invites expressions of interest and capability submissions to inform any potential future competition, though the ultimate decision rests solely with the government. The government holds no rights to replicate the proprietary design, further reinforcing the sole-source nature of this procurement.

This action is being processed in accordance with FAR 6.302-1, only one responsible source. The items being procured are as follows: Item Description Quantity 1 Lockheed Martin Sippican LMG6 Radiosonde Ground System 2 2 Lockheed Martin Sippican LMS6 Radiosondes 60 Description: The current inflation building on Kodiak Island has been deemed to be unsafe by the United States Coast Guard and can no longer support the Upper Air operations. In order to continue Upper Air Operations, the Upper Air Program Office of the National Weather Service will temporarily install a LMG6 Ground System. The National Weather Service currently supports Upper Air Operations at the NASA Wallops Island facility and starting in the fall upper air operations will be temporarily supported in Kodiak, Alaska using the LMG6 ground system. In conjunction with the existing LMG6 ground systems, these two systems to be procured will provide additional support to upper air testing and upper air operations when required under normal or emergency circumstances. Government has no rights to the design; it cannot fully specify the design to another manufacturer. Any attempt to duplicate the design would be cost-prohibitive and infringe on the rights of the current owner. Due to the unique physical characteristics and physical form of the assembly, there are no acceptable alternative parts. The period of performance for this effort is for 5 months from date of award. Interested parties may identify their interest and capabilities by Monday August 26, 2013 to contact@example.gov. This is NOT a request for competitive proposals.
