The U.S. Department of the Interior, through the U.S. Geological Survey’s Great Lakes Science Center in Ann Arbor, Michigan, intends to award a sole source contract to InnovaSea Marine Systems Canada Inc (Vemco) for the procurement of acoustic transmitters and accessories. This decision is based on Vemco being the exclusive manufacturer of compatible fish tags and acoustic receivers that interface with existing USGS equipment. Their proprietary tag ID database ensures accurate management of tag signals, which is crucial in preventing data interference during aquatic research. Additionally, Vemco offers a unique integrated receiver-acoustic release model (V2AR) necessary for deep-water research that no other manufacturer provides. The contract stems from specific technical and operational requirements that only Vemco’s products meet, including transmission frequency, size, power, and battery life specifications vital for long-term scientific studies. This notice serves merely to inform interested parties and is not a solicitation for competitive bids. Interested parties may submit capability statements for future consideration, but contract award decisions remain at the Government’s discretion. This sole source procurement is related to solicitation number 140G0219Q0150, managed out of the Department of the Interior’s acquisition office in Reston, Virginia.

This requirement is for Acoustic Transmitters and Accessories. The proposed action is for products for which the Government intends to solicit and negotiate with only one source under the authority FAR 13.106-1(b)(1), based on the following rationale: 1. Vemco tag IDs and deployments are managed through the Vemco tag ID database which is solely owned and accessible by Vemco. Proper management of tag ID's is critical to ensure that signals from acoustic-tagged fish do not interfere with one another, leading to data loss and mission failure. 3. Vemco is the only manufacturer of acoustic receivers that offers an integrated receiver-acoustic release (the V2AR) which is needed by GLSC projects conducting research in deep-water environments. None of the receivers manufactured by other manufacturers come equipped with an integrated acoustic release. 4. Vemco is the only vendor that manufactures acoustic tags that transmit at the specified frequency (69 kHz) and also meet all size (diameter < 12 mm, length < 40), power ( ¿ 145 db), and battery life requirements (operational life ¿ 2 yrs). D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
