The Huntington VA Medical Center intends to award a sole source contract to Edstrom Industries for the equipment and installation required to upgrade the Edstrom Watchdog Security System from version 4 to version 5.2 within its research building. This procurement is being conducted under the authority of 10 U.S.C. (c)(1) and FAR 6.302-1(a)(2), as the government has determined that Edstrom Industries is the only responsible source capable of satisfying these specific agency requirements. This notice serves as the sole solicitation for the project, and no separate written solicitation will be issued. While the government intends to proceed with a sole source award, any firm believing they can meet the requirements must submit clear and convincing evidence, including manufacturer brochures and system characteristics, to the Contracting Officer by August 31, 2012. Such submissions will be used exclusively to determine if a competitive procurement is a viable alternative.
