Department of Veterans Affairs Veterans Health Administration Network Contracting Office 16, PRESOLICITATION NOTICE, Blanket Purchase Agreement (BPA) for Cost-Per-Reportable (CPRR) instrumentation and reagents for automated Chemistry and Immunochemistry testing. This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes through GSA eBuy. Contractors must have a current FSS contract to provide quotes for the solicitation. This Pre-Solicitation notice is to announce that the Southeast Louisiana Veterans Health Care System will be issuing a Request for Quotation (RFQ) for the South Central VA Health Care Network VISN to award a Blanket Purchase Agreement (BPA) for Cost-Per-Reportable (CPRR) instrumentation and reagents for automated Chemistry and Immunochemistry testing. At this time, it is expected that the BPA will include Instrumentation for 10 VA Medical Centers and 15 Outpatient Clinic Laboratories. The requirement is to establish a Blanket Purchase Agreement (BPA) for Chemistry and Immunochemistry testing needs for 10 Medical Centers and 15 Outpatient Clinics for the South Central VISN. The requirement identified reference Chemistry and Immunochemistry as a continuation of Cost-Per-Reportable-Result (CPRR) testing standardization for VISN Chemistry and Immunochemistry testing needs for the specific VISN medical centers and outpatient clinic laboratories as delineated in the Statement of Work. Ten medical centers and fifteen outpatient clinic laboratories currently perform over 18 million laboratory chemistry and immunochemistry tests annually under a VISN standardized BPA. CPRR pricing for VISN Chemistry and Immunochemistry analysis will be based on volume. The CPRR pricing will include the cost of equipment use, supplies, consumable and/or disposable items, parts, accessories and any other items required for the proper operation of the Contractor s equipment and necessary for the generation of a patient reportable result and interfacing of results directly into the laboratory information system if appropriate. This BPA will consist of a base year plus four option years. The NAICS code for this requirement is 334516 Analytical Laboratory Instrument Manufacturing with a size standard 1,000 Employees and the PSC Code is 6630 Chemical Analysis Instruments. Contractor equipment and assays (see attached test menu) must be FDA approved at the time of proposal. This is a Pre-Solicitation notice only and is NOT the actual RFQ. The RFQ is anticipated to be posted to GSA e-Buy around October 12, 2026. The purpose of this notice is to provide FSS contractors the opportunity to assess the needs for each site. Attachment A VISN POCs and Test Menu contains 2 tabs. The first tab lists the address, phone number, and Lab Manager of VISN medical center and outpatient clinic laboratories. The second tab contains the test menu and annual estimated test volumes. Site visits will be authorized during the solicitation period.
