Notice of Intent to Award Sole Source 


This Is Not a Request for Competitive Quotes


The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 16 (NCO‑16), hereby provides notice of its intent to negotiate and award a sole source, Firm‑Fixed‑Price, one‑time purchase and one‑time delivery contract to Government Marketing and Procurement, LLC,13350 Ranch Road 12, Wimberly, TX 78676-5075, USA. This action is being taken in accordance with the Veterans Affairs Acquisition Regulation (VAAR) 819.7008, Restricting Competition.


This procurement is for the Government Marketing and Procurement, LLC BlackJack Cables for the Patient Care Service at the G.V. (Sonny) Montgomery VA Medical Center, located at 1500 E. Woodrow Wilson Ave., Jackson, MS 39216. The applicable North American Industry Classification System (NAICS) code is 339112 – Surgical and Medical Instrument Manufacturing, with a Small Business Administration (SBA) size standard of 1,000 employees. The Product Service Code (PSC) is 6515 – Medical and Surgical Instruments, Equipment, and Supplies.


Rationale:


Pursuant to VAAR 819.7008, only one source is reasonably available to provide the required supplies. Government Marketing and Procurement, LLC BlackJack Cables incorporates unique, proprietary features not available from any other manufacturer. Government Marketing and Procurement, LLC is the sole OEM, and no other vendor produces the supplies that meet the requirements.



Critical capabilities supporting the sole-source determination include:



(1) Specialized magnetic connection system designed to prevent accidental damage and disconnect patient beds.



(2) Cable and wall adapters that provide magnetic wall “brick” interfaces that mate with the specified BlackJack bedside cables at each designated location.



(3) Cables and wall adapters that support conventional 37 pin connectivity between beds and wall interfaces using the quoted cable configurations (XFRbr, XMRbr, MR4 Blue or equivalent).



(4) Cables and wall adapters that include right angle stainless steel non-magnetic brackets to support and route cables and hardware as intended by the manufacturer.



No alternative product meets these clinical, operational, and safety requirements. Therefore, Government Marketing and Procurement, LLC is the only source capable of providing the required item. This notice is issued solely for information and planning purposes and does not constitute a solicitation or request for competitive proposals. Firms that believe they can meet the Government’s requirement and can provide an authorized OEM letter demonstrating capability may submit a written statement of interest within five (5) calendar days of this publication. Responses must be sent via email only to Contracting Officer, Ashley Haslauer at Ashley.Haslauer@va.gov. Telephone inquiries will not be accepted.



This notice is issued solely for information and planning purposes and does not constitute a solicitation or request for competitive proposals. However, any vendor that wishes to be considered and believes it can meet the Government’s requirement must provide written evidence demonstrating OEM authorization to distribute, supply, install, and support the Government Marketing and Procurement, LLC BlackJack Cables. Acceptable documentation includes, but is not limited to, a current OEM authorization letter on manufacturer letterhead. Failure to provide valid proof of authorization will result in the vendor being deemed incapable of providing the requirement.



Interested parties submitting capability statements must clearly identify proprietary data with appropriate markings and include their business size classification (large, small, small‑disadvantaged, 8(a), woman‑owned, etc.) and indicate whether the company is U.S. or foreign owned.



The Government will not reimburse any costs incurred in response to this notice. This announcement shall not be construed as a commitment by the Government to issue a solicitation or make an award. Responses are due no later than Tuesday, September 16, 2026, at 7:00 PM Central Standard Time. Responses will be evaluated; however, the Government reserves the exclusive right to determine whether to compete this requirement. If no responses are received by the closing date and time, a sole-source award will be made to Government Marketing and Procurement, LLC, without further notice.
