The Department of Veterans Affairs intends to award a sole-source contract to Tecniplast USA Inc. for the acquisition of Animal Individually Ventilated Cages (IVCs), accessories, and racks to be installed in the White River Junction Veterinary Medical Unit’s Research & Development Department. This action is justified under FAR 6.302-1, as the agency has determined that only Tecniplast USA Inc. can meet the highly specialized technical requirements necessary to maintain compatibility with existing IVC systems already in use at the facility. The procurement includes a comprehensive set of components such as the EMRAT 1050 rack, ER1050 cages with radial silicone gaskets, transparent hose connection kits, Zephyr Touch systems, polycarbonate water bottles, RFID-compatible label holders, and dual H14 HEPA filtration units capable of achieving 80 air changes per hour with DOP-tested filters to satisfy BSL-2 containment and animal welfare standards. All equipment must adhere to exact dimensional specifications and must integrate seamlessly with current infrastructure to ensure continuity of research outputs. The place of performance is clearly defined as White River Junction, Vermont, and responses to this notice must demonstrate clear and convincing evidence that competition would benefit the government. All submissions must be emailed to Contracting Officer Emily Hatcher no later than 10:00 AM EST on June 30, 2026, with no telephonic inquiries accepted. The NAICS code is 339112, and the PSC/FSC is 6640, with no contract value specified as this is a pre-solicitation notice. No competitive evaluation factors, pricing data, payment terms, or formal inspection criteria are included because the transaction is not open to competition; the sole-source determination is based exclusively on technical exclusivity and system interoperability.
