AI Contract Overview
The Department of Veterans Affairs intends to award a sole source contract to Tecniplast USA Inc. for the acquisition of Animal Individually Ventilated Cages (IVCs), accessories, and racks to be installed at the White River Junction Veterinary Medical Unit’s Research & Development Department. The required equipment includes the ER1050 System with specific components such as the EMRAT 1050 rack, transparent hose connectors, Zephyr Touch systems, cages with gaskets, lids, water bottles, bottle caps, and RFID-compatible label holders. These items are necessary to maintain precise scientific, biosafety, ergonomic, and animal care standards currently met by existing Tecniplast systems at the facility. The specifications demand cage-level containment compliant with BSL-2 protocols, specific dimensions allowing for 28 cages housing up to 112 rats, radial silicone gaskets for continuous pressure sealing, third-party certified filters, rear-top air-flow nozzles outside the animal activity zone, 80 air changes per hour, and dual H14 HEPA filters with DOP testing. The government asserts that Tecniplast USA Inc. is the only responsible source capable of meeting these highly specialized requirements due to existing system compatibility, performance consistency, and adherence to established protocols within the facility. This action is authorized under FAR 6.302-1 for only one responsible source, with NAICS code 339112 and PSC/FSC 6640. This notice is not a solicitation, and no competitive proposals are being sought unless a respondent can provide clear and convincing evidence that competition would be advantageous to the government. All responses must be submitted via email to Emily Hatcher, Contracting Officer, no later than 10:00 AM EST on June 30, 2026, with no telephonic inquiries permitted.
