The Department of Veterans Affairs, Iowa City VA Healthcare System plans to negotiate a sole source contract with Clear Labs for Clear Dx Reagent kits along with access to Clear Lab software. This contract supports ongoing Covid genomic sequencing research using the Clear Dx Instrument, a proprietary system integral to the effort. The reagent kits and software are necessary to ensure data compatibility and integrity, with Clear Labs identified as the sole manufacturer and distributor of these specific kits. This sole source action is justified under FAR 6.302-1 due to the proprietary nature of the equipment and reagents, which means only Clear Labs can provide compatible products. Although this is a notice of intent and not a solicitation for competitive quotes, the Department invites any responsible sources capable of providing an equivalent product meeting these specifications—who are also the original manufacturer or authorized dealers—to submit capability statements by September 16, 2022. These statements must detail how the alternative products meet the requirements and must be submitted via email to the designated contact, Shannon Hukriede. The government retains discretion over whether to proceed without competition based on responses received. The contract is associated with solicitation number 36C24E22Q0297 and falls under the NAICS code 541380.
