The future contract, when issued, will be an Indefinite Delivery/Indefinite Quantity (IDIQ) firm Cost per Patient Reportable Result (CPRR) fixed-price agreement with a five-year equipment use term. The selected vendor must supply FDA-approved, new, state-of-the-art PCR analyzers capable of random access testing with a turnaround time of 90 minutes or less, integrated sample preparation, amplification, detection, and analysis, and bi-directional interfacing with the VA’s information system. The CPRR pricing model is all-inclusive, covering equipment use, reagents, controls, consumables, calibration, quality control, maintenance, training for up to two operators per unit, delivery, installation, and removal—all without additional freight charges. Excluded from the price are tubes and paper. The vendor must provide 24/7 technical support with a one-hour response to downtime, a preventative maintenance schedule, validation studies, and replacement of defective supplies within 24 hours of notification. All chemicals must be in original containers with proper labeling, and Safety Data Sheets must be submitted seven days in advance and updated annually. The vendor is not permitted access to VA patient data, must comply with OSHA and VA facility rules including visible identification and no smoking or weapons on-site, and all deliverables including software and test data become exclusive property of the U.S. Government. The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 17 is seeking sources for the following procurement; Molecular Testing Platform. DESCRIPTION OF SERVICES The AVAHCS and its Community Based Outpatient Clinics (CBOCs) located in Lubbock, TX; Dalhart, TX; Childress, TX; and Clovis, NM, are in need of replacement analyzers to perform molecular testing on our patient population. See SOW for the performance requirements.
