AI Contract Overview
The Department of Veterans Affairs, Network Contracting Office 19, intends to award a sole-source, one-year Federal Supply Schedule Task Order to Government Scientific Source, a small business manufacturer, for A1C Hemoglobin testing on a cost-per-reportable-result basis at five VA medical facilities in Oklahoma. This action follows the expiration of the previous Blanket Purchase Agreement, which ended in summer 2025 and supported the installation of contractor-owned analyzers now in use across the Oklahoma City, Muskogee, Lawton/Fort Sill, Ernest Childers, and James Mountain Inhofe VA sites. The new task order will ensure continuity of service by leveraging the existing equipment, with all operational components—analyzers, reagents, consumables, maintenance, repairs, and training—bundled into a single per-test cost structure under the new FSS contract 47QSMS25D00A9. The procurement is justified under FAR 6.302-1 due to the exclusive compatibility of the installed equipment and the absence of viable alternatives, and it is not open to competitive bidding. The NAICS code 334516 applies, with a small business size standard of 1,000 employees, and Government Scientific Source has been confirmed as meeting this classification. No formal evaluation factors, pricing details, or line-item structures are provided, as the award will be non-competitive. Interested parties may submit capability documentation—including specifications, cut sheets, brochures, and capability statements—by 12:00 PM Mountain Time on July 6, 2026, exclusively via email to Juanita.Street@va.gov. The government reserves the right to determine non-competition based on responses, and no obligation is incurred by interested parties who respond. The task order is expected to begin July 1, 2026, and performance will occur on-site at the Oklahoma VA facilities listed.
