The Department of Veterans Affairs, through its Network Contract Office 20, is conducting market research via a Sources Sought Announcement to identify qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, Small Business Manufacturers, other small businesses, and large businesses capable of supplying specific pharmaceutical-grade refrigeration equipment. The intended procurement is for brand-name or equivalent laboratory freezers and pharmacy refrigerators manufactured by Helmer Scientific, specifically the Helmer iLF120-GX i.Series Laboratory Freezer (20 cubic feet) and Helmer iPR256-GX i.Series Pharmacy Refrigerator (56 cubic feet), to be used for vaccine storage at the Walla Walla VA Medical Center Pharmacy. Critical equipment requirements include compliance with CDC vaccine storage temperature guidelines, inclusion of calibrated buffered temperature probes, digital data logging capabilities, NSF/ANSI 456 certification, forced air circulation without defrost cycles, onboard temperature alarms, ENERGY STAR qualification, appropriate warranty coverage, and compatibility with Omnicell’s Flex-Lock system. Dimensions and specific features such as dual-pane glass doors for refrigerators are also outlined. Interested vendors must respond by May 30, 2023, providing company details, size classification under NAICS code 333415, SBA certification status if applicable, proof of dealership or authorized reseller status if not a manufacturer, and a courtesy price quote to assist in a potential set-aside determination. This market research will inform whether the government will pursue a set-aside for small businesses or other acquisition routes. The government is not obligated to issue a solicitation or award a contract based on responses. Equipment must be new, not used or refurbished. All offerors must be registered in the System for Award Management (SAM). The procurement reflects a firm-fixed-price supply purchase under the anticipated use of the SBA Non-Manufacturer Rule class waiver specific to commercial refrigerator manufacturing. The point of contact for this action is Peter Park, NCO 20 Contract Specialist.
