The Department of Veterans Affairs Network Contracting Office 15 plans to award a sole source Firm-Fixed Price contract to Nikon Instruments Inc. for proprietary equipment compatible with existing Nikon confocal (Ti2) and inverted tissue culture (TS2) microscopes at Washington University School of Medicine in St. Louis, Missouri. This procurement falls under NAICS code 333314 for Optical Instrument and Lens Manufacturing, and is justified under the authority that only Nikon can supply this specialized equipment, as the warranty is voided if products are altered or installed by unauthorized parties. The contract will ensure continuous compatibility and support for the current microscope systems, which are essential for the research and medical activities at the designated performance location. The notice, issued on April 13, 2020, advises that while this is not a solicitation for quotes, interested parties may submit a capabilities statement by April 17, 2020, although the government may proceed without competition if no viable responses are received. Verbal inquiries and phone calls are not accepted, and all communications should be directed in writing to Contract Specialist Michael Murphy at the VA Heartland Network 15 in Leavenworth, Kansas. This sole source approach reflects the specialized nature of the product and the unique position of Nikon as the exclusive provider, ensuring compliance with regulatory provisions and continuity for VA-supported research infrastructure.
