Provide a watertight thermoplastic polyolefin (TPO) roofing system in accordance with the VA-prepared drawings and specifications. Contractor shall submit shop drawings, product data, and installation details for all proposed materials, equipment, and systems to be installed or replaced under this contract for VA review prior to commencing the associated work. Submittals shall include applicable manufacturer's specifications and required engineering certifications. Schedule, phasing, and occupied operations: Complete construction and closeout within 222 calendar days after the Notice to Proceed issue date. Building 51 remains occupied and operational 24 hours per day, seven days per week. Work hours are from 7:00 a.m. to 4:30 p.m., local time. Submit a contractor-developed phasing plan for the Contracting Officer's Representative (COR) to review before roofing. Complete both highest penthouse roof platforms first on the original building and the highest roof section first on the addition; either building portion may be started first. Maintain safe access, utilities, and required infection-control and HVAC-intake protection. Provide construction fall protection and keep the building watertight; coordinate service interruptions with the VA. Investigation and Roofing Requirements: a. Hazardous Materials: While neither Asbestos Containing Material nor Lead is expected to be encountered within the scope of this project, it will be the responsibility of the contractor to hire an independent 3rd party VPIH to complete the related work if they are to encounter a material that they deem suspicious. b. Demolition limit: At the original building (Zones 1-7, 13, and 14), remove the existing roofing assembly through the base sheet to the top of the Zonolite lightweight-concrete topping; retain the topping and underlying structural concrete deck. At the addition (Zones 8-12 and 15), remove the existing roofing assembly, including insulation and intervening layers, to the top of the metal roof deck; retain the deck and supporting structure. Contractor shall verify that the proposed fastening system is compatible with Building 51's existing roof construction. d. Parapets, penetrations, and retained metal: Extend new roofing up parapets to the existing flashing. Flash and seal, with the correct system specific boots, all roof penetrations with compatible membrane extending at least 8 inches above the finished roof, or higher where required by applicable VA criteria and manufacturer/warranty requirements. Retain metal flashings, flanges, and coping unless scheduled for replacement, and replace roofing beneath retained metal. Specific Replacement and Repairs: e. Associated roof work: Retain rooftop HVAC units in place and replace roofing beneath elevated units and frames and around curbs. Replace old or deteriorated wooden rooftop support blocks with load-rated black rubber blocks compatible with the roofing; retain serviceable recently replaced blocks. Replace roof-drain covers/strainers and recondition retained drains with watertight connections. Reflash existing scuppers and provide new scuppers only where detailed; retain gutters and downspouts unless otherwise indicated. Correct approximately 250 square feet of depressed roof on the original building's middle section north of the penthouse to provide positive drainage. Replace expansion-joint weatherproofing/cover material at two original-building sections, approximately 40 linear feet each. Temporarily remove and reinstall the existing lightning-protection system in its original locations and configuration with new clips securing it; complete specified testing and certification. Repair approximately 150 linear feet of the existing movable stanchion-andrope warning-line barrier. Replace the penthouse roof-access ladder to meet applicable VA safety requirements and OSHA criteria. Install 3-foot by 3-foot walking pads with 8-inch clear gaps along approximately 600 linear feet of total walkway route, including gaps. Provide positive drainage to roof drains and scuppers throughout all reroofed areas. Standing water shall not remain more than 48 hours after rainfall ends under conditions conducive to drying. Correct low spots and other drainage deficiencies that prevent compliance before final acceptance. f. Skylights: Replace four skylights: two approximately 85 square feet each and two approximately 40 square feet each. Field-verify openings and provide complete watertight installations. Before fabrication, submit contractor shop drawings and supporting structural calculations signed and sealed by a licensed structural engineer responsible for their design/review. g. Submittals, record drawings, and closeout: Provide required construction submittals and complete specified testing, inspections, and closeout. Submit a clean, coordinated as-built record drawing set in searchable PDF and editable CAD showing actual installed conditions and accepted changes; redline markups alone are not acceptable.
