67--Notice of Intent to Award on a Sole Source Basis IAW FAR 6.302-1

The Mission and Installation Contracting Command (MICC) - Contracts Division, Army Testing and Evaluation Command, Fort Hood, TX 76544 intends to award on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, to NAC Image Technology, 354 Crompton Street, Charlotte, NC 28273 for the purchase of MPX-5 Portable Laptop High Speed GPU Control Consoles, upgrade/maintenance package for existing NAC FX-K5 Memrecam and one day of Memrecam Advanced Imaging Training. U.S. Army Airborne and Special Operations Test Directorate (ABNOSTD) will acquire this equipment, maintenance/upgrade and training to bring the existing NAC High-Speed Video systems and operators into compliance with upcoming DIACAP requirements. The Government does not possess a technical design package nor does it have the technical data rights/software license to support a competitive acquisition of the upgrade/maintenance of the NAC FX-K5 Memrecam. Because of the specialized nature of this equipment, NAC Image Technology is the only manufacturer qualified to perform maintenance, upgrades and integration of the Laptop Control Consoles. This requirement will be awarded a Firm Fixed Price (FFP) contract. The North American Industry Classified System (NAICS) code for this acquisition is 333315, "Photographic and Photocopying Equipment Manufacturing" with a small business size standard of 500 employees. This is not a request for Competitive Proposals. No contract will be awarded on the basis of offers received in response to this notice. Due to the inter-relationship of the cited requirements, the Government shall not entertain multiple awards to support this acquisition. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon the responses to this notice, is solely within the discretion of the Government. If you feel your firm possess the ability to provide these supplies, you must respond by demonstrating your firm's technical capability to meet the requirement. If no affirmative written response is received, the supplies will be awarded without further notice.
